VARSHA EKNATH GAIKWAD: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether the Government has effectively implemented the One District One Product (ODOP) Districts as Export Hubs initiative in Maharashtra, with particular reference to Mumbai as the State’s principal export, logistics and financial hub; (b) if so, the role played by the Government in supporting ODOP implementation across all 36 districts of Maharashtra and the extent to which Mumbai’s ports, airport and trade facilitation infrastructure have been leveraged; (c) the details of central financial assistance, technical and policy support provided for preparation and execution of District Export Action Plans by District Export Promotion Committees in districts; (d) the measurable outcomes achieved in terms of export growth, new exporters, employment and MSME participation for ODOP products; (e) whether inter-district disparities, branding gaps and logistics constraints persist despite proximity to Mumbai, if so, the details thereof; and (f) the corrective measures, timelines and monitoring framework proposed to ensure balanced export growth across Maharashtra? ANSWER वाणिज्य एव ं उद्योग मत्रं ी (श्री पीयषू गोयल) THE MINISTER OF COMMERCE & INDUSTRY (SHRI PIYUSH GOYAL) (a) to (f): A statement is laid on the Table of the House. **********STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (f) OF LOK SABHA STARRED QUESTION NO. 147 FOR ANSWER ON 10th FEBRUARY, 2026 REGARDING “ONE DISTRICT ONE PRODUCT”. (a) to (f): The Districts as Export Hubs initiative is an enabling framework of Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry with no financial outlay. The initiative functions through the convergence and coordination of existing schemes, programmes, and institutional efforts of the Central and State Governments (including Maharashtra), as well as other stakeholders, to promote export potential at the district level. Further, One District One Product (ODOP) of the Department for Promotion of Industry and Internal Trade (DPIIT) is an initiative to promote the products from each district of the country. The idea is to select, brand, and promote at least one Product from each District (One District – One Product) of the country for enabling holistic socioeconomic growth across all regions. Several steps have been undertaken to promote and enhance the visibility of products and services identified under the ODOP and Districts as Export Hubs (DEH) initiative including the products identified from Maharashtra. These steps include, facilitating participation in domestic and international exhibitions, capacity building initiatives in collaboration with various agencies; e-commerce on-boarding drives for Government e-Marketplace (GeM)- ODOP Bazaar which showcases and stocks India’s best ODOP products. For promoting ODOP at international level, engagement with Indian Missions abroad, virtual buyer sellers meets and participation in international exhibitions have been undertaken. Also, various ODOP Products have been included as part of gifting during multilateral and bilateral meetings in India to popularize these products internationally. Mumbai, as the State’s export, logistics, and financial hub; facilitates exports through its ports, international airport, SEZs, and trade infrastructure. As per the information received from the Government of Maharashtra, for promoting ODOP from Mumbai, different interventions have been undertaken. As Gems and Jewellery is the identified ODOP product from Mumbai; Government of India has facilitated the establishment of the India Jewellery Park Mumbai (IJPM) at Mahape, Navi Mumbai. Spread across approximately 21.3 acres, the project is being developed by the Gems and Jewellery Export Promotion Council (GJEPC) in partnership with the Government of Maharashtra. In addition, Government of India has supported the establishment of a Common Facility Centre (CFC) at SEEPZ Special Economic Zone, thereby strengthening trade facilitation infrastructure linked to Mumbai. Under the District as Export Hub (DEH) initiative of DGFT, identification of the products and services with export potential in all the districts of the country is done in consultation with all stakeholders including the States/UTs. Further, under DEH, institutional mechanism has been set up in all States/UTs by forming the State Export Promotion Committee (SEPC) and District Export Promotion Committee (DEPC) at the district level. In Maharashtra, the State Export Promotion Committee (SEPC) as well as District Export Promotion Committees(DEPCs) in all the 36 districts have been constituted. The district-wise products identified in Maharashtra under ODOP initiative is attached as Annexure-I. The Government of Maharashtra has proactively undertaken the preparation and implementation of District Action Plans through District Export Promotion Committees by organising promotional initiatives such as IGNITE (Industrial Growth Networking for Inclusive Transformation and Empowerment), Maharashtra Exports Awards and through convergence of existing schemes related to industrial clusters MSI- CDP (Maharashtra State Industrial- Cluster Development Programme), CMEGP (Chief Minister Employment Generation Programme), Logistics policy and allied sectors. Further, Government of Maharashtra has earmarked a part of the export promotion budget under the Maharashtra State Export Policy 2023, for the promotion of ODOP products. To monitor and execute the District Export Action Plans prepared by the respective District Export Promotion Committees, it has been uploaded on the MAITRI portal of the Government of Maharashtra.
