Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the extent to which avoidable inter-State transportation of fertilizers,
transportation cost and supply bottlenecks have been reduced through the One
Nation One Fertilizer alongwith the benefits accrued to the farmers therefrom;
(b) whether the Government proposes to further strengthen the availability, storage
capacity and distribution network of the Bharat brand fertilizers in the country, if
so, the details thereof, State/district-wise including Himachal Pradesh,
particularly in Shimla Parliamentary Constituency; and
(c) the statistical data regarding the demand, supply and seamless distribution of
fertilizers of Bharat brand to farmers under the said initiative during the last two
years, fertilizer-wise and State/district-wise including Rajasthan, particularly in
Chittorgarh Parliamentary Constituency?

(a) One Nation One Fertilizer scheme stands implemented under “Pradhanmantri
Bhartiya Janurvarak Pariyojna” (PMBJP) with effect from 24th August, 2022. All fertilizers
companies viz Public sector, Cooperative and Private sector are required to sell
subsidized fertilizers under brand name “BHARAT” across the country. The objective of
the scheme is to increase the availability basket of fertilizers; take care of dilemma
among farmers in choosing from plethora of brands manufactured by various companies
available in the markets, reduce the crisscross movement and further ensure timely
supply of fertilizers across the country. By consolidating branding under a single
“BHARAT” brand, the scheme fosters transparency, combats malpractices, and ensures
equitable access to essential nutrients for crops.(b) and (c) Following Steps are taken by the Government every season for ensuring
timely and adequate supply of fertilizers across the States/UTs, including the States of
Himachal Pradesh and Rajasthan:
i. Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers. On the basis
of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
ii. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
iii. The gap between demand (requirement) and production for Urea & other
fertilizer is met through imports. The import for the season is also finalized well
in advance to ensure timely availability.
iv. The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
v. Regularly coordinate with the Ministry of Railways for giving sufficient rakes,
priority to fertilizers and for timely evacuation of rakes for States.
vi. The distribution of fertilizers within the State at district level is done by the
concerned State government.
Accordingly, the availability of fertilizers i.e. Urea, DAP, MOP and NPKS has
remained adequate across the States/UTs, including the States of Himachal Pradesh
and Rajasthan, during the last two years (i.e. in FYs 2024-25 to 2025-26). The
information regarding requirement, availability and sales of these fertilizers across the
States/UTs, including the States of Himachal Pradesh and Rajasthan, during the said
period is placed at Annexure.
The details of demand and supply in the Chittorgarh Parliamentary Constituency,
Rajasthan, are as follows:
