Will the Minister of EDUCATION be pleased to state:
(a) the present status of the "One Nation One Subscription" initiative and its implementation
across the educational institutes and platforms;
(b) the measures taken by the Government to ensure integration and access to educational
infrastructure for the students in urban and rural areas;
(c) the details of the criteria used to assess the success of the initiative;
(d) whether the Government proposes to address the challenges regarding digital
infrastructure and capacity building for the deprived students;
(e) whether Executive Committees of the educational institutes have not been constituted
during the last three years, if so, the reasons therefor; and
(f) whether the Government proposes to set up any high-level Committee to review the
functioning of the above educational institutes, if so, the details thereof?

REGARDING ‘ONE NATION ONE SUBSCRIPTION SCHEME’
(a) to (d): The Government has launched the One Nation One Subscription (ONOS), a new
central sector scheme to provide access to scholarly research articles and journal publications to
all Higher Educational Institutions (HEIs) managed by the central government and state
governments and Research & Development Institutions of the central government. A total of
thirty major international journal publishers has been included in ONOS. More than 6,300 such
institutions, including government HEIs in tier-2 and tier-3 cities are covered under the scheme.
Access to journals is provided through a national subscription coordinated by the Information and
Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants
Commission (UGC) through an entirely digital process.
A dedicated portal https://onos.gov.in has been developed for accessing journal articles.
Institutions can access the journals through this portal using one of the following two methods:
Large HEIs and R&D organisations which have their fixed IP address can access through
the aforementioned portal,
Institutions which do not have a strong enough digital infrastructure can access the
scholarly articles made available via ONOS through the INFED facility of the
INFLIBNET.
The facility has been developed so that the institutions from rural and remote areas can
access it through any internet enabled computer or mobile device using their login id and
password.
INFLIBNET has developed an online facility called “Infistats” for getting the usage of
journal articles of the publishers who have been included in the ONOS. More than 5.5 crore
articles have been downloaded during January to June 2025.
The Government of India has also established a National Knowledge Network (NKN) to
provide a secure and robust Indian network which interconnects knowledge institutions across the
country through high-speed data communication network to encourage sharing of resources and
collaborative research.(e) & (f): Executive councils have been constituted in all the Central Universities under
the purview of Ministry of Education including in the recently established Central University
i.e Sammakka Sarakka Central Tribal University. Vacancies in the Executive Councils arise
from time to time and are filled up as per due procedure prescribed in their respective Acts
and Statutes. Autonomous institutions, under the purview of Ministry of Education, are
established under their respective Acts of Parliament and are governed by the provisions of
the Acts and Statutes. There are enough provisions in their respective Acts/Statutes to
minimize administrative delays, take prompt policy decisions and review their functioning to
take necessary steps towards making them more effective.
