Will the Minister of Women and Child Development be pleased to state:
(a) the details of support, assistance and other help provided by One Stop Centres (OSCs)
in the country including the OSCs that have been integrated with Women Helpline;
(b) the details of each of the 36 One Stop Centres in the State of Andhra Pradesh, district-
wise;
(c) whether out of 36 OSCs, only 26 are functional in the said State; and
(d) if so, the reasons for non-functioning of the remaining 10 OSCs along with the steps
being taken to make the said OSCs operational?

(a) to (d): One Stop Centre (OSC) and Women Helpline (WHL) are the components of the
Sambal vertical under the umbrella of Mission Shakti. OSC provides integrated and
immediate support and assistance under one roof to women affected by violence and those in
distress, both in private and public spaces, and Women Helpline (WHL) provides 24-hour
toll-free telecommunication services to support women in both emergency and non-
emergency situations. All the OSCs in the country including the OSCs that have been
integrated with Women Helpline, provide services like medical aid, legal aid and advice,
temporary shelter, police assistance and psycho-social counselling to needy women. Since
inception, i.e. 1st April, 2015 up to 31st October 2025, over 12.88 lakh women have been
assisted in the country through OSCs.
As on date, 896 One Stop Centres (OSCs) are operational and 655 OSCs have been integrated
with the Women Helpline across the country. Based on the proposals received from the State
of Andhra Pradesh, 36 One Stop Centres (OSCs) have been approved. Out of these, 26 OSCsare operational and integrated with Women Helpline. The details of approved and
operational OSCs are at Annexure.
As per the Mission Shakti guidelines, the Central Government provides 100% financial
assistance to States and UTs under Sambal sub-scheme. However, the implementation of the
scheme lies with the State Governments and UT Administrations.
State and UT require adequate time to establish an OSC either in a pre-existing government
building or a newly constructed building, or a rented building once the OSC proposals are
approved by the Programme Approval Board (PAB).
Further, once in a year, the Programme Approval Board (PAB) monitors with States and UTs,
the progress of activities under the scheme and reviews status of achievement of objectives and
effective delivery of services to women and children including rural and marginalized
communities. Apart from this, officials of the Ministry continuously review the scheme
through meetings, video conferencing and by making field visits to States and UTs from time
to time.
