1102. SHRI E TUKARAM:
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the number of One Stop Centres (OSCs) approved/currently operational under the
Nirbhaya Fund in the country, State-wise including the Bellary district of Karnataka;
(b) whether the Government has ensured full integration of OSCs with the Women’s Helpline
181, if so, the details thereof and if not, the reasons therefor;
(c) the details of funds allocated, released/utilized for the OSC scheme during the last five
years under the Nirbhaya Fund along with the reasons for any delays/under-utilization; and
(d) whether all OSCs are staffed, equipped/paid to run 24×7 as per scheme guidelines, if so,
the details thereof and if not, the corrective actions taken/proposed to be taken to ensure
round-the-clock operations in the said State and district?

(a) to (d): One Stop Centre (OSC) is a component of the Sambal vertical under the umbrella
Mission Shakti. It provides integrated support and assistance under one roof to women affected
by violence and those in distress, both in private and public spaces. It provides services like
medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social
counselling to needy women with 24/7 accessibility. As on date, out of approved 1025 One Stop
Centres (OSCs) in each district across the country including Karnataka, 864 OSCs are operational
and 655 OSCs have been integrated with the Women Helpline. The State-wise number of OSCs
approved and operationalized in the country including Bellary district of Karnataka are at
Annexure-I.
As per the Mission Shakti guidelines, the Central Government provides 100% financial assistance
to States/ UTs for appointment/hiring 13 manpower resources including 1 Psycho-social
Counsellor at each OSC. The overall implementation of the OSC scheme lies with the State
Governments and UT Administrations.Funds are being released on the basis of guidelines of Department of Expenditure, prescribed for
Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management System
