Executive Summary & Key Takeaways

**Executive Summary:** This document, a response to Lok Sabha Unstarred Question No. 3189 answered on August 7, 2025, by the Ministry of Power, provides details regarding operational hydropower plants in India with a capacity of more than 25 Megawatt. It includes information on the number and locations of such plants, environmental clearances, sustainability studies, and identification of hazardous plants. The Central Electricity Authority (CEA) has identified vulnerable projects and issued advisories. **Key Points / Main Content:** * **Operational Hydropower Plants:** * Currently, 209 Hydroelectric Projects (HEPs) with an aggregate installed capacity of 43.18 GW have been commissioned. * Detailed state-wise and station-wise installed capacity information is available in Annexure I. * **Environmental Clearances:** * Environmental clearances are obtained by the respective developer of HEPs from the Ministry of Environment, Forest & Climate Change (MoEFCC) before construction. * **Sustainability and Ecological Impact Studies:** * The document does not provide the dates on which the last study was conducted for sustainability and ecological impact on each of these plants. * **Hazardous Plants Identification and Early Warning Systems (EWS):** * The Central Electricity Authority (CEA) has identified HEPs located generally above 1500 meters and first in the basin in the upper reaches of the Himalayan region as vulnerable. * A list of such projects is provided in Annexure II. * Implementation of Early Warning Systems (EWS) is mandatory for these vulnerable HEPs. * CEA has issued an advisory to developers of identified vulnerable projects for implementing EWS. **Impact Analysis:** * **Hydropower Plant Developers:** * *Impact:* Developers of HEPs, particularly those in the Himalayan region and above 1500 meters, are significantly affected. * *Action Required:* Developers of identified vulnerable projects must implement Early Warning Systems (EWS) in their plants. * **Central Electricity Authority (CEA):** * *Impact:* Responsible for identifying vulnerable HEPs and ensuring the implementation of safety measures. * *Action Required:* Continue to monitor and enforce the implementation of EWS in the identified vulnerable projects. * **Ministry of Environment, Forest & Climate Change (MoEFCC):** * *Impact:* Responsible for granting environmental clearances to HEPs before construction. * *Action Required:* Ensure that environmental standards and guidelines are followed during the assessment and clearance processes. * **State Governments:** * *Impact:* States with identified vulnerable HEPs need to be aware of the potential hazards and ensure necessary safety measures are in place. * *Action Required:* Coordinate with developers and the CEA to monitor and support the implementation of EWS in vulnerable HEPs within their jurisdiction.
