**Policy Summary: Operational Restrictions and Infrastructure Upgrades on the Sakleshpur-Subramanya Road Ghat Section**

To mitigate landslide risks and enhance safety, the following measures have been implemented:
* Slope flattening of cuttings completed over a 3000m length.
* Rock fall barrier protection installed over 210m.
* Boulder netting completed for 2450m, with an additional 2730m in progress.
* Gabion wall construction completed for 950m, with an additional 330m in progress.
* Side drain improvements completed for 9100m, with an additional 900m in progress.

Will the Minister of RAILWAYS be pleased to state:
(a) whether Commissioner of Railway Safety (CRS) had laid down complex
operational restrictions around five years ago at Sakleshpur-Subramanya
Road Ghat Section and if so, the details thereof;
(b) whether the Government proposes to review and relax CCRS norms in
the Sakleshpur-Subramanya Road (SKLR-SBHR) Ghat Section and if so, the
details thereof and if not, the reasons therefor;
(c) the details of the specific measures taken to strengthen infrastructure
and enhance safety measures in the Sakleshpur to Subramanya Ghat
section; and
(d) the details of the steps taken to improve capacity including
electrification work and the potential for a Crossing Station at Arebetta to
improve operational efficiency?

(a) to (d) The Sakleshpur-Subrahmanya Road Ghat section was opened for
passenger traffic in 2007. While giving authorization, Commissioner of
Railway Safety (CRS) permitted the crossing of trains at Donigal and
Shrivagilu stations, but Crossing/Precedence of trains was not permitted at
Kadagaravalli (KGVL) and Yedakumari (YDK).

However, considering the operational requirements, permission for
crossing/precedence at Kadagaravalli and Yedakumari stations was also
given by the competent authority in 2020 with some restrictions keeping in
view safety considerations.
The electrification work of Sakleshpur-Subramanya Road Ghat section has
been taken up. Work is also sanctioned for commissioning of Crossing
Station at Arebetta at a cost of ₹32.55 crores, which includes electrification
cost of ₹1.38 crores.
The following safety measures have also been taken to enhance safety in
Sakleshpur-Subrahmanya Road Ghat section especially for the past
challenges caused by landslides:-

Provision of boulder netting for arresting boulder fall for a length of
2450m completed and work in progress in a length of 2730m.
Provision of Gabion wall for a length of 950m completed and work in
