Overlap with state subject and existing institutions
487. Shri G.C. Chandrashekhar:
Will the Minister of Cooperation be pleased to state:
(a) areas where the Ministry’s schemes overlap with existing State cooperative departments and
NABARD functions;
(b) steps taken since 2023 to avoid duplication of expenditure; and
(c) recommendations of any inter-ministerial or federal consultation meetings held in this regard?

(a, b&c): In order to realize the vision of “Sahakar-se-Samriddhi” and to strengthen cooperative
movement in the country, Ministry of Cooperation, since its formation, has undertaken various
Schemes in coordination with States/ Union Territories and various Central Agencies like NABARD.
These initiatives / Schemes are being implemented as per the extant Government guidelines
without any overlap/ duplication of expenditure. For example, Ministry is implementing
“Strengthening of PACS through Computerization” which is a Centrally Sponsored Scheme. In this
Scheme the share of Central Government is 60%, State Government is contributing 30% and
NABARD has a share of 10% of the total outlay.
