PACS as PM Kisan Samriddhi Kendras

Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:
(a) the total number of Primary Agricultural Credit Societies (PACS) in the country have been
granted permission to function as Pradhan Mantri Kisan Samridhi Kendra;
(b) the actual number of Primary Agricultural Credit Societies (PACS) that are currently functioning
as PMKSK;
(c) the States where the pilot project for PACS training was conducted by the Government including
the number of PACS provided training under the said pilot project;
(d) in which States the pilot project of PACS training was conducted by the Government and how
many PACS were trained under the 'Pilot Project'; and
(e) the key learnings from the pilot project on Primary Agricultural Credit Societies (PACS)
training?

(a) & (b) The Government aims to operationalise PMKSKs in a phased manner, in all functional
PACS. PACS functioning as PMKSKs enables them to provide various quality agri-inputs like
fertilizers, seeds, farm implements, pesticides, soil/ seed testing facilities, etc., to the farmers at
Panchayat/village level itself, thus helping in improving the agricultural productivity.
As per the data provided by States/ UTs, 38,974 PACS are currently operating as Pradhan Mantri
Kisan Samriddhi Kendras (PMKSKs) in the country.(c) & (d) The pilot project for PACS training was conducted in the year 2024-25 in 4 districts of
4 states i.e. Himachal Pradesh (Una), Rajasthan (Jodhpur), Tamil Nadu (Theni) and Odisha
(Sambalpur) in which 284 PACS were provided training by conducting 295 training programmes in
which 85,219 participants were trained. Apart from the pilot project, the NCCT is conducting
awareness programmes for PACS every year. Since inception of Ministry of Cooperation, the NCCT
has conducted a total of 7,320 awareness programmes in the country for PACS through its 20
institutes in which 6,00,602 participants were trained from the year 2022-23 to June, 2026. The
institute-wise position of number of programmes conducted and number of participants trained is
given in Annexure.
(e) Key learnings from the pilot project on PACS training are as follows-
• Training interventions have significantly reduced performance gaps and strengthened
functional capabilities.
• Participants have acquired new skills, particularly in DPR preparation, and gained a better
understanding of government schemes.
• Members are now more aware of their roles, responsibilities, and powers within
cooperatives.
• PACS have developed a clear understanding of converging schemes of different ministries
to strengthen cooperative activities.
• Members have gained a stronger sense of ownership and participation in cooperative
institutions.
• Several PACS have shown interest in diversifying activities, including Common Service
Centres, Jan Aushadhi Kendras, LPG agencies, obtaining license for providing high quality
seeds, pesticides, etc., to farmers.
