(a) whether any effort has been made to link Primary Agricultural Credit Societies (PACS) with
the fertilizer distribution system;
(b) if so, the details thereof;
(c) the potential benefits that PACS would receive from their conversion into Pradhan Mantri
Kisan Samriddhi Kendra (PMKSK); and
(d) the manner in which the income of PACS is likely to increase through this conversion?

(a) and (b) Significant efforts have been made to link Primary Agricultural Credit Societies
(PACS) with the national fertilizer distribution system, primarily by transforming them into
Pradhan Mantri Kisan Samriddhi Kendras (PMKSK). This initiative aims to make PACS local-
level service delivery hubs where farmers can access quality inputs and related services under
one roof. As per the information shared by the States/ UTs, as on 01.03.2026, a total of 38,587
PACS are functioning as Pradhan Mantri Kisan Samriddhi Kendras (PMKSK) across the
country. The State-wise data is attached at Annexure.
(c) The conversion of Primary Agricultural Credit Societies (PACS) into Pradhan Mantri
Kisan Samriddhi Kendras (PMKSK) enables PACS to function as multi-service rural centres
and provide a range of agricultural inputs such as fertilizers, seeds and pesticides at a single
location. They also facilitate services such as soil and water testing or connect farmers to such
testing facilities, dissemination of information on modern agricultural practices, and awareness
regarding various Government schemes. This creates stable and additional income, improving
the financial health of PACS. Additionally, many centres are equipped with televisions for
displaying information to farmers on the latest agricultural practices and government schemes,
thereby enabling these societies to evolve into modern, technology-enabled community hubs.
This transformation aims to enhance the operational capacity of PACS, strengthen their role as
local-level service delivery hubs in the agricultural value chain, and improve farmer
engagement and access to essential agricultural services.
(d) The conversion of PACS into PMKSK is expected to increase their income by
diversifying their revenue streams. By undertaking additional activities such as the sale of
agricultural inputs, agro-chemicals and other farm services, PACS are able to generate higher
margins and expand their business beyond traditional credit activities. The provision of services
such as testing, advisory and training also creates new non-credit income sources. Further,
PACS may earn commissions through the distribution and procurement of agricultural inputs
and produce under various Government programmes. These measures help improve the
financial sustainability of PACS and strengthen their capacity to serve farmer-members
effectively.
