Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) the current status of implementation of the Panchayat Empowerment & Accountability
Incentive Scheme (PEAIS) and other capacity building initiatives in Gram Panchayats, UT and
districts-wise including Karnataka, Cuttack and Palghar districts along with Pali and Dumka Lok
Sabha Constituency;
(b) the details of funds sanctioned, released and utilised under these schemes during the last three
years, State and district-wise including Karnataka, Cuttack and Palghar districts along with Pali
and Dumka Lok Sabha Constituency;
1(c) whether any assessment has been made regarding the impact of the said initiatives on
the functioning good governance, transparency and delivery of services by Panchayati Raj
Institutions, if so, the details thereof, State and district-wise including Dumka Lok Sabha
Constituency; and
(d) the steps taken to strengthen training and capacity building of elected representatives and
Panchayat functionaries and the number of persons trained and the key outcomes observed, State
and district-wise including Karnataka, Cuttack and Palghar districts along with Pali and Dumka
Lok Sabha Constituency?

(SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) & (b) Ministry of Panchayati Raj (MoPR) had implemented Panchayat Empowerment and
Accountability Incentive Scheme (PEAIS) w.e.f. the year 2011-12. From 2013-14 various
schemes, including PEAIS, were subsumed in Rajiv Gandhi Panchayat Sashaktikaran Abhiyan
(RGPSA) scheme which is now revamped as Rashtriya Gram Swaraj Abhiyan (RGSA) scheme.
Presently, National Panchayat Awards are conferred to Panchayats and other State/Union
Territory (UT)/District level Institutions under the Incentivization of Panchayats (IoP), a central
component of RGSA scheme.
Panchayat, being “Local Self Government”, is a State subject. However, MoPR has been
implementing the Centrally Sponsored Scheme of RGSA since the financial year 2022-23. The
main objective of the scheme is to build the capacity of Panchayati Raj institutions (PRIs) by
creating a learning ecosystem, especially through training for the Elected Representatives (ERs),
functionaries, and other stakeholders to develop their governance capabilities to function
effectively, and also by supporting exposure visits, development of training modules and
materials, etc. Under this scheme, the Ministry has strengthened the capacity of States/UTs,
including the State of Karnataka, Cuttack and Palghar districts, along with Pali and Dumka Lok
Sabha Constituency for training and capacity building of elected representatives and Panchayat
functionaries by sanctioning institutional infrastructure at State Panchayat Resource Centres
(SPRCs)/District Panchayat Resource Centres (DPRCs)/Block Panchayat Resource Centres
(BPRCs), Panchayat Learning Centres (PLCs), Construction of DPRCs, Specialised Module
development for Own Source Revenue, Management Development Programme, and Women
Elected Representatives, conducting Training of Trainers (ToTs) on a limited scale. The details
of elected representatives, functionaries and other stakeholders of Panchayats States/UTs-wise,
including the State of Karnataka, Cuttack and Palghar districts along with Pali and Dumka Lok
2Sabha Constituency and the trainings provided under Revamped RGSA since 2022-23 to 2026-
27 (as on 10.07.2026) are at Annexure-I.
The details of functional PRCs sanctioned, DPRCs constructed and PLCs developed
since 2022-23 to 2026-27 (as on 10.07.2026) under the revamped RGSA scheme are at
Annexure-II, III and IV, respectively.
The Funds under the Revamped RGSA are released State/UT-wise, not District/GP-wise.
The details of funds sanctioned, released and utilised under the RGSA scheme during the last
three years, State/UT-wise, including the State of Karnataka, Cuttack district of Odisha, and
Palghar district of Maharashtra, along with Pali Lok Sabha Constituency of Rajasthan, and
Dumka Lok Sabha Constituency of Jharkhand, are at Annexure-V. The State/UT and District-
wise details of award money released during the last three years (2023-2025) to the concerned
awardee Gram Panchayats/Block Panchayats/District Panchayats/State level Institutions under
the Incentivization of Panchayats scheme is at Annexure-VI.
(c) Yes Sir. An external evaluation of the Revamped RGSA has been undertaken through the
Institute of Rural Management, Anand (IRMA), the report of which titled ‘An Evaluation of
Revamped Rashtriya Gram Swaraj Abhiyan (RGSA)’ was released during the year 2026. The
evaluations indicate that the scheme’s structured, multi-layered capacity-building, combining
classroom/thematic modules, exposure visits, and digital learning, has enhanced PRI capacities
in Panchayat operations, planning, and implementation (including Gram Panchayat Development
Plan), digital governance, citizen engagement, and financial management. Post-training
assessments, record measurable gains in knowledge and practice, supporting more effective local
governance and the ‘Localisation of Sustainable Development Goals’. For the IoP component,
the report by IRMA, inter-alia, observed that the said scheme has motivated Panchayats to
improve their performance through transparent, performance-based recognition.
