(a) the number of students and schools that participated in the Performance Assessment,
Review and Analysis of Knowledge from the North Eastern Region for Holistic Development
(PARAKH) Rashtriya Sarvekshan 2024;
(b) whether the grades were assessed under the survey, if so, the details thereof;
(c) the role of Central Board of Secondary Education (CBSE) and State Governments in the
administration of the PARAKH Rashtriya Sarvekshan; and
(d) the purpose of the Holistic Progress Card (HPC) conceptualized by PARAKH and the
manner in which it align with the Competency Based Assessment Framework?

(a) & (b) The PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey)
was undertaken by the National Assessment Centre, PARAKH, NCERT under the aegis of the
Department of School Education & Literacy, Ministry of Education to understand the baseline
performance with regards to learning competencies acquired by students at the end of the
Foundational (Balvatika I to Grade II), Preparatory (Grades III to V) and Middle stages (Grades
VI to VIII) of education, by assessing them in Grades III, VI and IX, respectively.
Nationwide over 21.15 lakh students and 2.70 lakh teachers from more than 74,000 schools
across 781 districts from all States/UTs participated in the assessment. This includes 2.54 lakh
students and 36,703 teachers from 9,145 schools in the North-Eastern States. National, State
and District level report cards for PARAKH Rashtriya Sarvekshan 2024 are available at

(c) The Sarvekshan conducted on 4th December, 2024 was administered by the Central Board
of Secondary Education, in collaboration with PARAKH, NCERT and all States/UTs. CBSE
was inter-alia responsible for appointment, training and payment of Regional Coordinators,
District Level Coordinators and Observers, printing and logistical arrangement of test items
including OMRs, Survey Questionnaire Booklet and other necessary formats and scanning of
filled OMR sheets ensuring data secrecy and confidentiality.(d) The Holistic Progress Card (HPC), conceptualised under the National Education Policy
(NEP) 2020, aims to shift the focus from rote memorisation to competency-based and
formative assessment. It captures multi-dimensional progress of learners covering cognitive,
socio-emotional, and physical development through qualitative and quantitative indicators.
HPC is aligned with the Competency-Based Assessment Framework (CBAF) and supports
personalized learning by promoting teacher-led peer and self-assessment practices. It
empowers students, teachers and parents with regular, actionable feedback to enhance learning
outcomes. PARAKH has developed Holistic Progress Cards (HPC) at each of the four stages
of school education envisioned by the NEP, 2020 namely foundational, preparatory, middle and
