PATIENT DATA MONITORING SYSTEM
1433. SHRI KARTI P CHIDAMBARAM:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the performance parameters prescribed for assessing de-addiction and rehabilitation
centres supported under the National Action Plan for Drug Demand Reduction;
(b) the manner in which the Patient Data Monitoring System is being utilised to monitor
treatment outcomes and rehabilitation of beneficiaries;
(c) whether the Ministry has identified centres with consistently poor performance and the
action taken thereon; and
(d) whether the findings of such assessments are being considered while sanctioning or
renewing financial assistance to such centres, if so, the details thereof ?

(a): The performance of de-addiction and rehabilitation centres under the Scheme “National
Action Plan for Drug Demand Reduction (NAPDDR)” is assessed on multiple parameters,
including the adequacy of infrastructure such as the number of beds provisioned and
occupied, ward space, counselling and consultation rooms, medicine storage, recreation
facilities, cleanliness, and provision of free food. Attention is also given to staffing, quality
of services, follow-up, provision of medical and psychosocial care, maintenance of
documents, utilization of funds, outreach activities undertaken, etc.
(b): The Patient Data Monitoring System, namely the Nasha Mukt Bharat Abhiyaan
Management Information System (NMBA MIS), has been introduced under the NAPDDR
Scheme to digitally capture and monitor beneficiary-wise records from preventive, treatment,
and rehabilitation facilities. The system primarily enables assessment of the pattern and type
of substance use apart from details of patient registration, clinical assessment, past history,
diagnosis, and current treatment including pharmacological and psychosocial services, as
well as follow-up interventions. NMBA MIS facilitates monitoring of service delivery and
treatment outcomes.
(c) & (d): As per the Standard Operating Procedure, the De-addiction Centres are inspected
through the Project Monitoring Unit of the Ministry from time to time through random
surprise visits. Continuity of the Project and release of grant to the Centre is subject to the
satisfactory inspection report. There is provision of closure of the Centre if it is not
functioning as per the Scheme guidelines.
