GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF SCHOOL EDUCATION & LITERACY RAJYA SABHA UNSTARRED QUESTION NO. 2925 ANSWERED ON – 18.03.2026 PAYMENT OF MINIMUM TIME SCALE (MTS) UNDER SAMAGRA SHIKSHA 2925 Shri Ryaga Krishnaiah: Will the Minister of Education be pleased to state: (a) whether a proposal for payment of Minimum Time Scale (MTS) at the lowest grade of the regular pay scale to contract employees working under Samagra Shiksha across the country, including the States of Telangana and Andhra Pradesh, is under examination; (b) whether it is a fact that the Project Approval Board (PAB) of Samagra Shiksha, New Delhi, while approving Annual Work Plans and Budgets of States, is not considering payment of wages equivalent to the minimum of the regular pay scale; and (c) if so, the details thereof and the reasons therefor? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Education is in the Concurrent list of the Constitution and majority of the schools come under the administrative domain of the respective State/UT Government. Under the Samagra Shiksha scheme, annual plans are prepared by the respective State/UT, including financial assistance for human resource, as per their requirement and priority and the same is reflected in their Annual Work Plan & Budget proposals. These plans are then appraised/approved by the Project Approval Board in the Department in consultation with the respective State and UT based on physical and financial progress of the works sanctioned earlier and availability of budgetary resources. As per the Samagra Shiksha framework, all staff hired under the scheme shall be the responsibility of the concerned State/UT and will be governed by the terms and conditions of service specified by them. ***
