be pleased to state:
(a) whether the National Highways Authority of India (NHAI)
proposes to collect the data on the condition of footpaths and
pedestrian infrastructure along National Highways through Network
Survey Vehicles (NSVs) to facilitate the passenger travel, if so, the
details thereof;
(b) the aims and objectives of this initiative and the manner in
which such data will be utilised for maintenance and safety
planning;
(c) whether the Government has identified the highways or
stretches for survey under this programme, if so, the details thereof;
(d) whether the Government proposes to integrate the collected
data with the National Highways Asset Management System
(NHAMS) for regular monitoring, if so, the details thereof; and
(e) the steps taken or being taken by the Government to ensure the
safety, accessibility and maintenance of footpaths and pedestrian
areas along National Highways across the country?ANSWER

(a) Network Survey Vehicles (NSVs) are deployed to collect data for
Pavement Condition Monitoring of the carriageway of the National
Highways and do not cover footpaths and pedestrian infrastructure.
(b) Network Survey Vehicle based data are used to assess the
condition of the pavement for planning the maintenance
requirements. Based on the results of these surveys/ tests,
necessary repair and maintenance activities are carried out by the
field units through respective Contractors/ Concessionaires as per
the provisions of Contract Agreement.
(c) The NSV surveys are carried out on Highways as per guidelines
issued from time to time. As a general practice, NSV surveys are
done at following three stages:
i. Before the start of the highway developmental work,
ii. At the time of completion of work, and
iii. At an interval of every six months during O&M phase.
(d) The data collected through Network Survey Vehicle is uploaded
on Road Asset Management System (RAMS) for planning and
budgeting purposes.
(e) Regular inspections and drone surveys are carried out to check
the status of and take appropriate repair measures for Road Assets,
such as footpaths, underpasses, etc.
