3341. ADVK.FRANCIS GEORGE:
Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) whether it is a factthatthe Union Government haswithheld the release of Rs. 616.28crore
due to the State of Kerala under the National Health Mission (NHM) for the financial year
2023–24, if so, the details thereof;
(b) the specific technical criteria, operational compliance parameters or delays in the
submission utilisation certificates that have led to the prolonged pendency of these crucial
healthcarefunds;
(c) the total amount of Central funds disbursed to the State under the National Health Mission
(NHM) during the last three financialyears;
(d) whether the Government has received representations detailing the operational impact of
the pendingfunds onprimaryhealthcentres, if so,the detailsthereof; and
(e) the timeframe proposed by the Government to clear the verified outstanding dues to avoid
disruption tothe localhealthinfrastructure crunch?

(a) to (e): With the objective of attainment of universal access to equitable, affordable and
quality health care services, the Ministry of Health & Family Welfare is implementing National
Health Mission (NHM). Government provides technical and financial support to the States/UTs
including Kerala for improvement in health infrastructure, availability of adequate human
resources to health facilities, to improve availability and accessibility to quality health care
especiallyfor the underserved andmarginalizedgroups.Further, Public Health & Hospitals, is a State subject, hence, the primary responsibility of
providing basic health services to all the citizens lies with the respective State/UT Government
includingKerala.
Release of funds under NHM is subject to compliance by States/UTs including Kerala of the
guidelines prescribed in this regard by Department of Expenditure, Ministry of Finance. All the
States/UTs execute a Memorandum of Understanding (MoU) with Government of India as per
framework of National Health Mission (NHM), which mandates compliance by the States of the
guidelinesissued underNHM asperthe Clause 10.3and10.10.
The details of Central Release under NHM from the F.Y.2023-24 toF.Y. 2025-26 to the State of
