GOVERNMENT OF INDIA MINISTRY OF LAW AND JUSTICE DEPARTMENT OF JUSTICE LOK SABHA UNSTARRED QUESTION NO. 5713 TO BE ANSWERED ON FRIDAY, THE 27TH MARCH, 2026 PENDING CASES RELATED TO RIVER EROSION IN ETAWAH †5713. SHRI JITENDRA KUMAR DOHARE: Will the Minister of LAW AND JUSTICE be pleased to state: (a) whether the agricultural land and populated areas are being affected due to rapid erosion along the banks of Yamuna and Chambal rivers in Etawah district of Uttar Pradesh, because of which several cases regarding land and compensation are pending in the courts; (b) if so, the number of pending cases related to land acquisition, compensation and erosion in the subordinate courts of Etawah district; (c) whether the Government proposes to set up fast-track courts or special benches in such affected districts so that the farmers and affected families can get justice at the earliest; and (d) if so, the steps taken so far in this regard? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a) to (d): As per Seventh Schedule of the Constitution of India, Land comes under the purview of State Government. Land reforms measures and schemes are formulated [1]and implemented by the concerned State Government as per their needs. The details of the number of pending cases related to land acquisition, compensation and erosion in the subordinate courts is not maintained centrally. However, Government of India supplements the efforts of State Government through various programmes. Establishment of subordinate courts including Fast Track Courts (FTCs) for providing speedy justice in the country lies within the domain of the State/UT Governments who set up such courts as per their need and resources, in consultation with their respective High Courts. The 14th Finance Commission had recommended for setting up of 1800 Fast Track Courts (FTCs) during 2015-2020 for speedy trial of specific cases of heinous nature, civil cases related to women, children, senior citizens, disabled persons infected with terminal ailments etc. and property related cases pending for more than 5 years. The Finance Commission had further urged the State Governments to utilize enhanced fiscal space available through tax devolution for this purpose. The Union Government has requested the State/UT Governments to allocate funds for the setting up of FTCs, from the financial year 2015-16 onward. As per information available by the High Courts, 862 FTCs are functional across the country as on 31.01.2026. No central assistance is being provided for setting up of these FTCs. **** [2]
