1046. SHRI SAKET GOKHALE:
Will the Minister of JAL SHAKTI be pleased to state:
(a) total scheme-wise and year-wise amount sanctioned, released and withheld/pending for release to West Bengal during the last five years under the Jal Jeevan Mission (JJM), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), Flood Management & Border Areas Programme
(FMBAP) and other schemes of the Ministry;
(b) the specific reasons recorded by the Central Government for non-release or partial release of approved installments to West Bengal, including dates on which release proposals were received, examined and subsequently held back; and
(c) whether any installments were stopped despite available unspent balances being within permissible limits and if so, basis on which such a decision was taken? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA)
(a) to (c) Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household (including slum clusters) in the country, to have assured potable water through tap connection. Drinking water is a State subject, and hence, the responsibility of planning, approval, implementation, operation, and maintenance of drinking water supply schemes, including those under the Jal Jeevan Mission, lies with the respective State/UT Governments. The Government of India supports the States by providing technical and financial assistance.
Further, considering the progress achieved so far and ongoing works, Honโble Finance Minister has announced extension of Jal Jeevan Mission till December 2028 with enhanced total outlay through budget announcements 2025-26.
Total 18 flood management projects costing Rs. 2261.02 Crore under Flood Management Programme (FMP) component and one project costing Rs. 77.79 Crore under River Management Activities and works related to Border Areas (RMBA) component of Flood Management and Border Areas Programme (FMBAP) scheme of Union Government were Page 1 of 2included for central funding. 16 Projects have been completed, and one project was dropped by the State Govt. of West Bengal. Central assistance of Rs. 1051.96 Cr under FMP component and Rs. 237.93 Crore under RMBA component of FMBAP (Total Rs. 1289.89 Crore under FMBAP) has been released to Govt. of West Bengal till March 2025. No eligible central assistance proposal from Govt. of West Bengal is pending.
