GOVERNMENT OF INDIA MINISTRY OF COMMERCE AND INDUSTRY DEPARTMENT OF COMMERCE RAJYA SABHA UNSTARRED QUESTION NO. 2462 ANSWERED ON 13/03/2026 PERFORMANCE AND IMPACT OF TRADE INFRASTRUCTURE FOR EXPORT SCHEME 2462. SHRI SADANAND MHALU SHET TANAVADE Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) the year-wise budgetary allocations and funds released under the Trade Infrastructure for Export Scheme (TIES) at the national level since its inception, along with the number of projects sanctioned and completed; (b) the State-wise details of grants provided for border haats, land customs stations, quality testing laboratories, cold chains and cargo terminals, including Goa-specific projects and their present status; (c) the measurable outcomes achieved so far in terms of enhanced export capacity, reduction in logistics costs and employment generation; and (d) the manner in which TIES projects are aligned with the Districts as Export Hubs (DEHs) initiative? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SHRI JITIN PRASADA) (a) The Trade Infrastructure for Export Scheme (TIES) provides assistance to eligible Central/State Government agencies and joint ventures for setting up and up-gradation of infrastructure projects with overwhelming export linkages. Proposals received from eligible implementing agencies are placed before the Empowered Committee (EC) on TIES for consideration. Details of year-wise budgetary allocation and funds released under the scheme since its inception in 2017-18 are at Annexure-I. A total of 69 projects have been sanctioned under TIES since its inception. Out of these, 43 projects have been completed. (b) The State-wise details of grants released under the scheme for export infrastructure projects such as border haats, land customs stations, quality testing labs, cold chains and cargo terminals are at Annexure II. Further, under the scheme, no project proposal from Goa has been sanctioned. (c) An independent third party evaluation of TIES concluded that the scheme has demonstrated its effectiveness in fostering trade, enhancing export capacity, reduction in logistics cost and generating employment opportunities. (d) Under the scheme, proposals are considered on the basis of district level export priorities identified under the District as Export Hub (DEH) initiative.
