PERFORMANCE OF CHANDIGARH IN SWACHH SURVEKSHAN
NO. 3170 SHRI MANISH TEWARI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government is aware that Chandigarh has failed to show
improvement in the categories of source segregation and Garbage-Free
City (GFC) certification despite being ranked under the Super Swachh
League and if so, the reasons therefor;
(b) the details of Chandigarh’s year-on-year performance in the Swachh
Survekshan rankings since 2016, particularly in indicators related to
source segregation, waste processing and door-to- door collection;
(c) whether it is a fact that Chandigarh has consistently failed to achieve
100% source segregation and if so, the reasons therefor; and
(d) whether any warnings or advisories have been issued to the UT
Administration for poor performance in waste segregation and processing
and if so, the details thereof?

(a) to (d) : In the Swachh Survekshan 2024, a new premier league i.e.
Super Swachh League (SSL) has been introduced comprising of cities that
are in the top 3 positions even once in the past three years as per Swachh
Survekshan. Accordingly, 23 cities have found a place in the premier SSL
including Chandigarh. The year-wise performance of Chandigarh can be
viewed as per their population category at
https://ss2024.sbmurban.org/#/home.
The results of Swachh Survekshan are shared with all the
States/UTs to analyze the performance of their cities and improve upon
the areas of concern. Citizen feedback under the Survekshan also guides
the states/UTs to adopt appropriate strategy/solutions for improvement.

Source Segregation is an important aspect of the entire processing
chain in which advocacy plays a very critical role. Accordingly, to create
awareness, intensify ‘Jan Andolan’, institutionalize swachh behavior and
related set of actions, large scale citizen outreach programmes are under
taken in the States/UTs.
In addition, regular capacity building initiatives for the stakeholders
at State/ULB levels as well as dissemination of success stories/best
practices across the country assists in replication/upgradation of the
waste processing methods.
