SHRI PHANI BHUSAN CHOUDHURY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government has implemented skill development programmes under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and other State-specific programmes in Assam during the fiscal years 2024–25 to 2025–26; (b) if so, the details of the number of trainees enrolled, course completion rate, third-party assessment pass rate and placement/retention rates after 90 days during the said period, sector-wise; (c) whether the Government has taken any steps towards the East–West Corridor's demand for food processing, petrochemicals and logistics; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d) A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. *110 ANSWERED ON 27.07.2026 ASKED BY SHRI PHANI BHUSAN CHOUDHURY REGARDING PERFORMANCE OF PMKVY IN ASSAM (a) & (b) Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL), to all sections of the society. The Scheme is being implemented across all States/UTs, including Assam. Under PMKVY, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. During FY 2024-25 to FY 2025-26, under PMKVY 4.0, sector-wise details of number of trainees enrolled, trained/oriented, assessed, course completion rate, and assessment pass rate is given at Annexure – I. In pursuance of the Memorandum of Understanding (MoU) signed between the Ministry of Rural Development (MoRD) and the Ministry of Skill Development and Entrepreneurship (MSDE), 20 Community Resource Persons for Enterprise Promotion (CRP-EPs) of Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) in Assam have been trained and certified as Entrepreneurship Development Programme (EDP) Master Trainers by IIE Guwahati to strengthen entrepreneurship promotion and support the Lakhpati Didi Initiative. The training was conducted under the Recognition of Prior Learning (RPL) framework over a period of 15 days, comprising classroom training, field practicum, assessment, and certification. All the participants were registered on the skill India Digital Hub Portal. The assessment of CRPEP was done by the Joint Panel - (SRLM Official, IIE Guwahati Trainers, NRLM official). Since the trainees are existing community cadres and self-employed rural entrepreneurs under DAY-NRLM, placement and retention are not applicable. The PM VIKAS Scheme is implemented by the Ministry of Minority Affairs as a Central Sector Scheme. Projects under the scheme are approved based on the recommendations of the Screening Committee and the Empowered Committee. These projects are implemented through Central Public Sector Undertakings (CPSUs), Institutions of National Importance (such as IITs and NITs), and other organizations recommended by the State Governments and Union Territories. Funds under the scheme are released Project Implementing Agency (PIA)-wise and not State-wise. Therefore, State-wise details of funds released are not available. The details of PIAs whom the project under PM VIKAS scheme has been allotted in Assam is given at Annexure – II.Further, the Assam Skill Development Mission (ASDM) reported training activities under different schemes during FY 2024-25 & FY 2025-26 which are given at Annexure – III. (c) & (d) In PMKVY 4.0, a number of trainees have been trained/oriented and certified in the food processing, petrochemicals and logistics sectors in the States covered under East-West Corridor.
