PERIODIC SAFETY AUDITS OF OPERATIONAL METRO RAIL SYSTEMS
NO. 3106 SHRI TEJASVI SURYA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government proposes to introduce mandatory periodic
safety audits of operational Metro Rail systems through the
Commissioner of Metro Rail Safety (CMRS) and if so, the details
thereof;
(b) whether the existing framework of the Commissioner of Metro Rail
Safety (CMRS) provides for periodic inspections of operational Metro
Rail systems after commissioning and if so, the details thereof;
(c) whether the Government proposes to strengthen the institutional
capacity of the Commissioner of Metro Rail Safety (CMRS) for
carrying out more frequent inspections and safety audits of Metro
Rail systems and if so, the details thereof; and
(d) the details of safety audits conducted by the Commissioner of Metro
Rail Safety (CMRS) for operational Metro Rail systems during the last
three years, Metro-wise including the action taken on the
recommendations made in this regard?
ANSWER

(SHRI TOKHAN SAHU)
(a): No.
(b): The Section 8 of the Metro Railways (Operation and Maintenance)
Act, 2002 contains provisions with respect to duties of Commissioner of
Metro Railway Safety (CMRS).
(c): No. Metro Rail and Regional Rapid Transit System (RRTS) have a
well established safety audit and inspection procedures which are
carried out periodically.
(d): Conducting Safety audit does not form part of duties assigned to
Commissioner of Metro Railway Safety (CMRS) under the Metro
Railways (Operation and Maintenance) Act, 2002.
