SHRI G LAKSHMINARAYANA Will the Minister of CHEMICALS AND FERTILIZERS, be pleased to state: (a) the details of Petroleum, Chemical and Petrochemical Investment Regions (PCPIRs) in the county, including approved investment, actual investment realized and employment generated during the last five years, State-wise; (b) the details of infrastructure projects completed, under implementation and pending in PCPIRs, indicating approved cost, funds released and expenditure incurred, State-wise; (c) the extent of land allotted, land utilized and vacant land available in each PCPIR, State- wise; (d) the number of manufacturing units operational / non-operational / under construction in each PCPIR, state -wise; and (e) the present status of infrastructure development, investment realization and employment generation of Kakinada PCPIR in Visakhapatnam? ANSWER THE MINISTER OF STATE FOR CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL) (a): Government of India notified the Petroleum, Chemical and Petrochemical Investment Region(s) (PCPIR) Policy, 2007 to attract investment and for generation of employment. PCPIRs are conceptualized in cluster-based approach with common infrastructure and basic utilities to provide a competitive environment conducive for setting up of industry in an integrated and environmentally friendly manner. Currently, three Petroleum, Chemical and Petrochemical Investment Regions (PCPIRs) have been notified in the states of Andhra Pradesh (Vishakhapatnam-Kakinada), Gujarat (Dahej) and Odisha (Paradeep). Crore) Employment generated as on 2,45,140 86,123 40,000 3,71,263 date (No.) No. of Chemical 2079 154 13 2246 Units as on date (b) to (e): Details of infrastructure projects completed and under implementation in the three PCPIRs as provided by the respective State Governments, including Vishakhapatnam- Kakinada PCPIR, are placed at Annexure. The three PCPIR regions, including Vishakahpatnam-Kakinada PCPIR, till date have attracted a total investment of Rs.3,49,192 Crore. A total of 2,246 industrial units have been established, generating employment for 3,71,263 persons. Out of the total investment of Rs.3,49,192 Crore, an investment of Rs. 2,95,301 Crore has been made by the manufacturing units. The total delineated area of the Dahej PCPIR in Gujarat is 453.00 sq. km, of which 230.06 sq. km has been earmarked as processing area. Out of this 230.06 sq. Km. of processing area, 97.03 sq. km is held by Gujarat Industrial Development Corporation (GIDC) and is fully occupied. Out of the balance processing area, approximately 27.18 sq. km. is partially occupied. This includes entities related to medium and large scale Chemical and Petrochemical industries, engineering industries, ship building, warehousing, oil terminals, logistics etc. 105.76 sq. km of the delineated processing area presently remains un-utilized. The total delineated area of the Visakhapatnam–Kakinada PCPIR in Andhra Pradesh is 640.00 sq. km. Out of this, 269.44 sq. km has been acquired by the State as processing area, which includes 247.94 sq. km for industrial use and 21.5 sq. km earmarked for Common Infrastructure facilities and basic utilities. Out of 247.94 sq. km. of land earmarked for industrial use, 195.00 sq. km is occupied by the industries, while the remaining 52.94 sq. km is presently vacant. Out of 21.5 sq. km. of land earmarked for common infrastructure facilities and basic utilities, 5.00 sq. km. has been developed while the remaining 16.50 sq. km. is presently vacant.The Paradeep PCPIR in Odisha spans a total delineated area of 284.15 sq. km. Out of this 48.13 sq. km. has been earmarked for development, of which, 43.75 sq. km. has been allotted to industry, while the remaining 4.38 sq. km is presently vacant. *****Annexure referred to in reply to parts (b) and (c) of Lok Sabha Unstarred Question No. 3256 for answer on 07.08.2026 Annexure The details of the various infrastructure projects at Gujarat PCPIR (i) Existing Infrastructure: - Infrastructure Details Roads & Highways (i) 50 km long stretch of Dahej - Bharuch State Highway (ii) Construction of identified stretches of priority roads on need basis in Draft T.P. Scheme no.1 and 2A under process. Out of 5.3 Km Road 2.8 Km Road has been constructed. More 5.5. Km road possession has been taken in Draft T.P. Scheme no. 2A for development on road. Rail Links (i) Delhi - Mumbai Dedicated Freight Corridor (DFC), connecting PCPIR at Bharuch, which is 62 km from Dahej. (ii) A cargo transportation line from Bharuch to Dahej Air Connectivity (i) International airport at Ahmedabad (distance-250 km) and (ii) Vadodara international Airport (90 Km) and (iii) Surat Airport (85 km) Ports (i) Adani Petro net Dahej Port Ltd. with the capacity of 11 ΜΜΤΡΑ (ii) Gujarat Chemical Port Ltd. (GCPTCL) Liquid Chemicals Terminal with the capacity of 4.9 ΜΜΤΡΑ (iii) LNG Petronet (Gas Terminal) with the capacity of 10 ΜΜΤΡΑ (iv) Reliance Jetty with capacity of 2 MMTPΑ (v) Birla Copper Bulk Cargo Jetty with the capacity of 5 ΜΜΤΡΑ Power Supply (i) Four 220 KV sub-stations are located at Dahej, Dahej SEZ, Rahiyad - Suva and Vilayat within PCPIR. (ii) Eight 66 KV sub stations are located at Dahej, Luna, Bhensali, Vadadala, Genlanda, Sambheti, Jolva and Vilayat within PCPIR. (iii) Gujarat Energy Transmission Corporation Limited (GETCO) has completed construction of 220 KV substations at Suva Dehej. (iv) 1200 MW gas based power plant set up by Torrent Power Ltd. In Dahej SEZ. (v) Two 66 KV substations in Saykha has been commenced. Water Supply: (i) GIDC has installed water supply capacity of 555 MLD based on Narmada River (ii) 100 MLD Desalination plant has been commissioned by the joint venture of L&T Construction and Tecton Engineering & Construction LLC, UAE. (881 crore) Gas Supply (i) Gujarat Gas Company Limited (GGCL) currently owns and operates the distribution pipelines, nearly 900 Km in length, in Bharuch district. (ii) All the gas suppliers operating in Gujarat will extend their pipeline network to the PCPIR. This will ensure adequate gas supply for industrial requirement in the PCPIR.Drainage & Effluent (i) Common Effluent Treatment Plants: GIDC has set up a CETP Treatment & Waste facility having a capacity of 40 MLD, at Dahej GIDC Estate and Management 40 MLD at sayakha (ii) Treatment Storage and Disposal Facility (TSDF): Bharuch Envrio Infrastructure Ltd. has developed hazardous waste management facility having the capacity of 1.4 MMT per annum (iii) GIDC has proposed to develop another Common Hazardous Waste site at Saykha having capacity of 3,58,285 MT (iv) Incinerators: Incinerators with capacity of 10 Million Kcal/hour are installed by Detox India Pvt Ltd Multi Modal Logistic (i) Logistic Park is being developed by GIDC in joint venture with Park Container Corporation of India Ltd (CONCOR). First Phase is being developed in 25 ha at the cost of 200 Cr (excluding land). Phase-I of the project has been completed with cost of Rs. 100 Crore. Private Industrial (i) Payal Industrial Park is spread over 1416 hectares in Dahej Park PCPIR. It is a state of art infrastructure with adequate water infrastructure, utilities etc. Common facilities such as CETP, Common landfill sites, Multiple Effective evaporators, common hydrogen gas facility, common boiler and steam facilities are available in the park. The details of the various infrastructure projects in pipeline at Gujarat PCPIR Infrastructure Details Roads and Highways Controlled access expressway from Dahej to Dahegam (near Connectivity Ahmedabad), length of 40 km (estimated cost: 800 crore). Elevated corridor: (estimated cost: 400 crore) Other Roads (estimated cost: 300 crore) Drainage and Effluent  Gujarat Industrial Development Corporation (GIDC) has Treatment and Waste commenced the work of 90 MLD effluent disposal pipeline Management from Sayakha CETP to deep into the sea at Dahej. (estimated cost: 558 crore)  GIDC has proposed to develop another Common Hazardous Waste site at Sayakha having capacity of 2.69 MMT. Power Supply Two 220 KV, one 400 KV, six 66 KV substations are planned in Dahej and Saykha (Land has been recently allotted to Gujarat Energy Transmission Corporation Limited (GETCO) for substation having a capacity of 66 KV in Saykha area) area respectively within the PCPIR. (estimated cost: 415 crore) Water Supply Kalpasar Department, Govt of Gujarat is developing Bhadbhut Barrage with 599 million cubic meter (MCM) capacity reservoir. (estimated cost: 4,254 crore) Ports  Development of Marine Shipbuilding Park (MSP) at Dahej Gujarat Chemical Port Limited (GCPL) is expanding capacity to 12 MMTPA by setting up 2nd berth (estimated cost: 2000 crore)The details of the various infrastructure projects at Odisha PCPIR (i) Existing Infrastructure: Infrastructure Details Road Connectivity (i) Chandikhol is the junction of NH5A (Paradeep Chandikhol) & NH 53 (ii) State Highway (SH)-12 (Paradeep to Katak) (iii) Cuttak-Chandbali 106 Km (2 LANE) Crosses NH53 at Duhuria Railway Connectivity (i) Paradeep Cuttack BG Line (ii) Haridaspur to Cuttack BG Air port (i) Biju Patnaik International Airport Power Supply (i) 2x40 MVA 220/33 KV substation by OPTCL under operation Water Supply (i) IOCL has been fed by 34 Cusec water (ii) Instream storage of capacity 120 Cusec is under implementation near Paradip Sea Port (i) Paradeep Port - Deep drought all weather port with a capacity of 277 MTPA The details of the various infrastructure projects in pipeline at Odisha PCPIR Infrastructure Details Road Network (i) Chadikhole-Paradeep (NH5A) -72 Km from 4 lane to 8 lane (ii) Cuttack-Tritol (SH-12) - 53 Km from 2 lanes to 4 lanes (iii)Marsaghai-Mahakalpada Road of 23 Km from 2 lanes to 4 lanes (iv) Freight priority Corridor (also a part of Industrial and port connectivity) of 32 Km from 2 lanes to 6 lanes (v) Industrial Connectivity road in Mahakalpada - 9 km: 4 lanes (vi) JSW road of 8 Km from 2 lanes to 4 lanes. Power Supply 765 KVA ISS approved by Energy Department 400 KVA substation under implementationThe details of the various infrastructure projects at Andhra Pradesh PCPIR (i) Existing Infrastructure: Infrastructure Details CETPS (i) 1 MLD CETP at Atchutapuram SEZ is commissioned. (ii) CETP at Brandix has been completed. (iii) CETP at JNPC-Parawada has been completed. (iv) CETP at HETERO SEZ Nakkapalli has been completed. Power Supply (i) 220 KV Sub station at Brandix has been completed Waste Management (i) Solid Waste Management Plant work has been completed at Parawada (ii) Liquid Waste discharge outfall works completed at AP SEZ, Brandix, JNPC and HETERO Airport (i) International Airport at Visakhapatnam (ii) Rajmundary Airport has been established in 2023. (iii) Bhogapuram International Airport inaugurated in August 2026. Ports There are 3 existing ports at (i) Kakinada (ii) Gangavaram and (iii) Vishakhapatnam The details of the various infrastructure projects in pipeline at Andhra Pradesh PCPIR Infrastructure Details Road Works (i) State Highway-97:2 lane to 4 lane upgradation (ii) NH-16- Anakapalli - Atchutapuram Road under PPP mode (iii)NH 215: 4 lane to 6 lane upgradation (iv) Asian Development Bank road widening is under progress.
