DR ANMOL RAMSING KOLHE Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state: (a) whether India's pharmaceutical exports have increased substantially from about USD 14 billion in 2014-15 to about USD 31 billion in 2025-26 and if so, the details thereof; (b) the details of Maharashtra's contribution to the country's pharmaceutical exports during the last five years, district-wise; (c) the details of pharmaceutical manufacturing clusters, bulk drug parks, research institutions, export-oriented units and biotechnology hubs functioning in Maharashtra, particularly in Pune, along with the employment generated by them; and (d) whether the Government has undertaken any initiatives to promote innovation, research and development, clinical research, biotechnology and value-added pharmaceutical products in Maharashtra, including in the Pune pharmaceutical ecosystem and if so, the details thereof? ANSWER वाणिज्य और उद्योग मंत्री (श्री पीयूष गोयल) THE MINISTER OF COMMERCE AND INDUSTRY (SHRI PIYUSH GOYAL) (a) to (d) A Statement is laid on the Table of the House. ***** 1STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. *231 FOR ANSWER ON 04.08.2026 REGARDING "PHARMACEUTICAL EXPORTS" (a) As per the trade statistics compiled by the Directorate General of Commercial Intelligence and Statistics (DGCIS), India's exports of pharmaceutical products increased from US$ 15.43 billion in 2014-15 to US$ 31.12 billion in 2025-26, a compound annual growth of about 6.6 per cent. Year-wise details are at Annexure I. (b) Maharashtra is one of the country's leading pharmaceutical exporting States, contributing about 19 per cent of India's pharmaceutical exports. Its pharmaceutical exports rose from US$ 4.48 billion in 2021-22 to US$ 5.94 billion in 2025-26, with Pune, Mumbai, Thane, Nashik, Palghar, Raigad and Chhatrapati Sambhajinagar (Aurangabad) among the principal exporting districts. District-wise details for the last five years are at Annexure II. (c) and (d) In Maharashtra, including the Pune ecosystem, the Government is implementing the following schemes and support to promote pharmaceutical manufacturing, innovation, research and development, biotechnology and value-added products: (i) Production Linked Incentive (PLI) Scheme for Pharmaceuticals: manufacturing and research and development units of three approved applicants are located in Pune District. As of March 2026, a cumulative investment of Rs 1,867 crore has been made and 1,254 persons employed. (ii) Biopharma SHAKTI scheme: a scheme with an outlay of Rs 10,000 crore over five years to build a globally competitive domestic ecosystem for biologics and biosimilars, including in the state of Maharashtra, so as to widen access to affordable biological medicines and support India's emergence as a biopharmaceutical manufacturing and innovation hub. (iii) Innovation, research and development and biotechnology support through the Biotechnology Industry Research Assistance Council (BIRAC), under its BioNEST and E- YUVA incubation programmes and its Biotechnology Ignition Grant (BIG), Sustainable Entrepreneurship and Enterprise Development (SEED), Launching Entrepreneurial Driven Affordable Products (LEAP) and Promoting Academic Research Conversion to Enterprise (PACE) programmes. In Maharashtra, including Pune, this comprises 5 incubation and pre-incubation centres and support to 156 BIG startups, 32 SEED startups and 21 LEAP startups, and 47 PACE projects since 2014-15. (iv) The BioE3 (Biotechnology for Economy, Environment and Employment) Policy, which provides a national framework for biotechnology-driven innovation and sustainable biomanufacturing, is supporting 23 initiatives and projects in Maharashtra, including the Pune ecosystem; and the National Biopharma Mission has supported 25 innovators in the State through translational research, product development, clinical validation, technology transfer and commercialisation. Maharashtra also hosts a strong base of export-oriented units, special economic zone units and biotechnology hubs, including the Serum Bio Pharma Park at Pune. In FY 2025-26, pharmaceutical employment under the SEEPZ-SEZ Zone (Maharashtra) was 7,654 persons in special economic zone units and 14,566 persons in export-oriented units, a total of 22,220 persons.
