PLAN FOR CHANDIGARH TRICITY
1041. SHRI SATNAM SINGH SANDHU:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the details on the integrated development plan for the Chandigarh Tricity region encompassing
Chandigarh, Mohali, and Panchkula;
(b) the progress made under the central schemes like the Smart Cities Mission and AMRUT in
improving housing, transport, and waste management; and
(c) whether any long-term master plan has been prepared for sustainable regional coordination
between the three jurisdiction, additionally, the funding or administrative steps proposed to
address rapid urbanisation and rising real estate costs in the region?
ANSWER

(a) to (c): As per 12th Schedule of the Constitution of India, urban planning including development
plan preparation is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities.
Government of India supplements the efforts of the States through schematic interventions/
advisories.
The Ministry of Housing & Urban Affairs (MoHUA) has published the Urban and Regional
Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014:

Chapter-4 deals with Regional Planning Approach for States/Union Territories (UTs) to adopt
regional planning.
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June
2015 in selected 500 cities (485 cities including 15 merged cities) and towns across the country. The
Mission focuses on development of basic infrastructure, in the selected cities and towns, in the sectors
of water supply; sewerage and septage management; storm water drainage; green spaces and parks;
and non-motorized urban transport. AMRUT 2.0 is launched in the year 2021 in all Urban Local
Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing
universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major
focus areas of AMRUT 2.0. Under the Mission, States/ Union Territories (UTs) are empowered to
select appraise, propose and implement projects.
Under AMRUT, a total of 12 projects worth ₹57.41 crore has been taken up in Chandigarh
which include 07 water supply projects worth ₹35.87 crore, 02 sewerage/septage management
projects worth ₹20.20 crore and 03 green spaces & Park projects worth ₹1.34 crore. All these projects
have been completed.
Under AMRUT, a total of 08 projects worth ₹69.36 crore has been taken up in Panchkula City
which include 03 water supply projects worth ₹28.73 crore, 03 sewerage/septage management
projects worth ₹39.81 crore and 02 green spaces & Park projects worth ₹0.82 crore. All these projects
have been completed.

Under AMRUT, a total of 06 projects worth ₹126.11 crore has been taken up in Mohali City
of which works worth ₹125.91 crore have been physically completed. These projects include 02 water
supply projects worth ₹107.7 crore, 02 sewerage/septage management projects worth ₹17.34 crore
and 02 green spaces & Park projects worth ₹1.07 crore.
Under AMRUT 2.0, a total of 06 projects worth ₹175.08 crore has been approved in
Chandigarh which include 02 water supply projects worth ₹60 crore and 04 sewerage/septage
management projects worth ₹115.08 crore.
Under AMRUT 2.0, a total of 03 projects worth ₹30.57 crore has been approved in Mohali
City, which include one sewerage/septage management project worth ₹25 crore and 02 water body
rejuvenation projects worth ₹5.56 crore.
Under AMRUT 2.0 so far, Haryana State has not taken up any project in Panchkula City.
The Sub-Scheme on Formulation of GIS based Master plans for (>1 Lakh population) 500
AMRUT cities, has been undertaken under AMRUT for geo data base creation and GIS based Master
Plan formulation. At present 461 AMRUT Cities in 35 States are on board with an approved outlay
of ₹ 408.94 Cr. Draft GIS based Master Plan formulated for 404 towns out of which Master Plans for
288 towns have been finalized.
Under this sub-scheme, Chandigarh and Panchkula are included. So far, an amount of ₹74.30
Lakhs (₹17.44 Lakhs for Chandigarh and ₹56.86 Lakhs for Panchkula) has already been released.
Chandigarh has not initiated the work, whereas Draft Master plan has been formulated for Panchkula
town and Mohali is not covered under the sub scheme.
Under AMRUT 2.0, a sub-scheme for Formulation of GIS based Master Plans covering Class-
II Towns with population of 50,000 - 99,999 is placed. Geo database has been created for 91 cities,
draft Master Plan for 56 cities and another 63 cities have finalized the Master Plans so far.
Under Smart City Mission (SCM), as reported by the Chandigarh Smart City as on
15.01.2026, all projects mounting to ₹2,694 crore have been completed. Central Assistance of ₹490
crore has been released for Chandigarh Smart City and the same has been utilized.
