Parliament Question: Plan to improve Industrial corridors in Bihar

PLAN TO IMPROVE INDUSTRIAL CORRIDORS IN BIHAR 2449. SHRI SANJAY KUMAR JHA: Will the Minister of Commerce and Industry be pleased to state: (a) whether any action plan is being formulated to improve the industrial corridors of Bihar under the Industrial Park Rating System (IPRS); (b) whether the Darbhanga–Patna–Gaya belt has been identified as a potential industry- based cluster; and (c) if so, the details of the proposed facilities? ANSWER THE MINISTER OF STATE IN THE MIN ISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a): The Industrial Park Rating System (IPRS) is a performance-based benchmarking framework launched by the Government to assess industrial parks across States and Union Territories on parameters such as infrastructure, connectivity, utilities, sustainability and business support services. The findings of IPRS, including best practices of high-performing parks, are shared with the respective State Governments, including Bihar, to support improvements in industrial infrastructure and service delivery. IPRS is a benchmarking and learning exercise and does not provide for formulation of corridor-specific action plans or direct development of industrial areas. (b) & (c): Further, the development of industrial corridors and related infrastructure is undertaken under separate initiatives of the Government. Under the National Industrial Corridor Development Programme (NICDP), an Integrated Manufacturing Cluster (IMC) at Gaya, Bihar, spread over about 1,670 acres, has been approved under the Amritsar– Kolkata Industrial Corridor (AKIC) with an approved project cost of about ₹1,339 crore (including land cost) for development of internal trunk infrastructure. The project has a projected investment potential of about ₹16,524 crore and likely generation of around one lakh employment opportunities. The State Support Agreement and Shareholding Agreement have been executed with the Government of Bihar and a Special Purpose Vehicle, Bihar Integrated Manufacturing City Gaya Limited (BIMCGL), has been incorporated as a joint venture between NICDIT and BIADA. Environmental clearance for the project has also been obtained. ******
