Parliament Question: Plantation under CAMPA in Uttarakhand

GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE LOK SABHA UNSTARRED QUESTION NO. 3552 TO BE ANSWERED ON 10.08.2026 Plantation under CAMPA in Uttarakhand 3552. SHRI ASADUDDIN OWAISI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the total areas under Compensatory Afforestation Fund Management and Planning Authority (CAMPA) plantation being planned by the Forest Department in Uttarakhand; (b) the details of land category on which CAMPA plantations are being planned including the plant species planned for plantation; (c) whether the Annual Plan of Operations (APO) for implementation of CAMPA projects requires compliance with Forest Rights Act (FRA) as one of the stipulated conditions; and (d) if so, the details of process of consent undertaken, compliance of Forest Rights Act (FRA) and engagement of communities like Van Gujjars during the implementation of CAMPA projects? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) and (b): As per information received from the State Government of Uttarakhand, during the year 2026-27, an area of 800 ha of land is being taken up for plantation. The land for raising compensatory afforestation (CA) is identified in accordance with the provisions of the Van (Sanrakshan Evam Samvardhan) Rules, 2023, which provides that compensatory afforestation shall be undertaken over non-forest land or degraded forest land. Accordingly, compensatory afforestation is carried out on land identified and approved as part of the approval granted by the Central Government under the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980, and in accordance with the provisions of the Compensatory Afforestation Fund Act, 2016, and the Rules and guidelines made thereunder. The Government of Uttarakhand has informed that both non-forest land and degraded forest land are being identified for raising compensatory afforestation using indigenous tree species. These plantations comprise a mix of timber, fuelwood, fodder, fruit-bearing, medicinal and other locally suitable species. (c) and (d): The Annual Plan of Operations (APO) for implementation of activities under the Compensatory Afforestation Fund is prepared and implemented in accordance with the Compensatory Afforestation Fund Rules, 2018. As per rule 5 of the said Rules, activities undertaken on forest land are carried out in consultation with the concerned Gram Sabha or Village Forest Management Committee, as the case may be, and in consonance with the provisions of the Scheduled Tribes and Other TraditionalForest Dwellers (Recognition of Forest Rights) Act, 2006, and the guidelines issued thereunder, wherever applicable, by the respective State Governments/UT Administrations. ****
