SHRI GIRIDHARI YADAV: SHRI KAUSHALENDRA KUMAR: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) the current status of the Plug-and-Play scheme for industrial part project as announced in the Union Budget for the year 2024-25; (b) the details of the twelve industrial parks set up/proposed to be set up in accordance with the announcements made in the Union Budget for the year 2024-25, location-wise; (c) the present status of all the said twelve industrial parks; and (d) whether any of the said twelve industrial parks is being set up in Bihar, if so, the details thereof? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a): Bharat Audyogik Vikas Yojana (BHAVYA) Scheme has been notified on 10.04.2026 as a Central Sector Scheme for development of investment-ready industrial parks to enable investors to ground investment with ease, thereby adding to the manufacturing capacity in the country. The total financial outlay for the Scheme is ₹ 33,660 crore and the duration of the Scheme is for a period of 6 years. Under the Scheme, financial assistance is to be provided for development of 100 industrial parks. In the first phase, 50 projects are to be taken up, with one or more rounds of selection. The online portal for receiving the applications for the first round of first phase closed on 31.07.2026, and the second round for applications is open from 01.08.2026. (b): The Union Budget 2024-25 announced the development of 12 investment- ready, industrial smart city projects under the National Industrial Corridor Development Programme (NICDP). These cities are being established with a total project cost of ₹ 28,602 crore. The location-wise list of approved projects is placed at Annexure-I.(c): The present status of these 12 industrial projects is placed at Annexure-II. (d): Government of India, as part of Amritsar Kolkata Industrial Corridor (AKIC), has approved the development of Integrated Manufacturing Cluster (IMC) in Gaya, admeasuring 1,670 acres in the state of Bihar under the National Industrial Corridor Development Programme (NICDP), with a total project cost of Rs. 1,339 crores. Till now, Rs. 135 Cr. has been released to SPV as equity contribution. Shareholder Agreement & State Support Agreement were executed and Special Purpose Vehicle (SPV)—Bihar Integrated Manufacturing City Gaya Ltd. (BIMCGL) was incorporated on 6th January, 2025. Environmental clearance for the project was granted on 18th March, 2025. The Programme Manager for New Cities appointed in July 2025 by the SPV.
