Will the MINISTER OF HEALTH AND FAMILY WELFARE be
pleased to state:
(a) the salient features of the Pradhan Mantri Ayushman Bharat Health
Infrastructure Mission (PM-ABHIM) including its components for
strengthening the primary, secondary and tertiary healthcare systems;
(b) the details of funds sanctioned, released and utilised along with the progress
achieved under the scheme, State/UT-wise;
(c) the key features and functional scope of the Integrated Public Health
Laboratories (IPHLs), Block Public Health Units and Critical Care Blocks
(CCBs) established under the scheme across the country, State/UT-wise;
(d) the details of facilities that the proposed IPHLs and CCBs are likely to
provide to the people;
(e) the details of diagnostic, surveillance, emergency and critical care services
proposed to be provided through IPHLs and CCBs, particularly in aspirational
and tribal districts of the country;
(f) whether the Government has any plan to start a special scheme for tribal
dominated districts in the country, if so, the details thereof; and
(g) the manner in which PM-ABHIM is strengthening public health
preparedness and critical care infrastructure in the country?

(a) to (g): The Pradhan Mantri–Ayushman Bharat Health Infrastructure Mission
(PM-ABHIM) was launched on 25 October 2021 with an outlay of Rs.64,180
crore for the period 2021-22 to 2025-26 to strengthen public health
infrastructure for addressing the critical gaps in primary healthcare, diagnostics,
surveillance, and critical care services across rural and urban areas.
The scheme envisages a new generation of reforms to integrate and strengthen
health service delivery and public health action by providing a continuum of
care at all levels, namely primary, secondary, and tertiary and for preparing the
health systems to respond effectively to pandemics and disasters.
The key functional scope of its components namely Integrated Public Health
Laboratory (IPHL), is to strengthen the district level public health laboratory
facilities for comprehensive diagnostic services, disease surveillance, outbreak
detection and confirmation; Block Public Health Unit (BPHU) is to strengthen
the public health functions including disease surveillance, epidemiological
investigation and outbreak response at Block level; and Critical Care Block
(CCB) is to provide advanced critical care services including ICU beds, oxygen
supported beds, ventilators and other life-saving facilities at district level.
Further, the detailed features and functional scope of the Integrated Public
Health Laboratories (IPHLs), Block Public Health Units (BPHUs) and Critical
Care Blocks (CCBs) under the CSS component of PM-ABHIM are available in

Under CSS component of the scheme, administrative approvals have been
accorded to the States/UTs under PM-ABHIM for 5 years’ period i.e. FY
2021-22 to FY 2025-26 for an amount of Rs. 32,928.82 Crores for construction/
strengthening and establishment of 9519 Building-less Sub-Health Centre –
Ayushman Arogya Mandirs (SHC-AAMs), 5456 Urban Ayushman Arogya
Mandirs (Urban-AAMs), 2151 Block Public Health Units (BPHUs), 744
Integrated Public Health Laboratories (IPHLs) and 621 Critical Care Blocks
(CCBs) at District Hospitals/Government Medical College level, including 168
IPHLs and 110 CCBs in Tribal Districts under PM-ABHIM.The State/UT-wise details of Central Release and Expenditure under
PM-ABHIM from FY 2022–23 to FY 2024–25 are placed at Annexure-I.
Further, the State/UT-wise progress under PM-ABHIM is placed at
Annexure-II.
As a special initiative for the tribal areas, relaxation in NHM norms has been
provided up to 10 Mobile Medical Units (MMUs) per district with Particularly
Vulnerable Tribal Groups (PVTG) areas under the Pradhan Mantri Janjati
Adivasi Nyaya Maha Abhiyan (PM-JANMAN), of Ministry of Tribal Affairs
(MoTA) and up to 4 Mobile Medical Units (MMUs) per district are permitted in
tribal and hard-to-reach areas, compared to 2 in plain districts.
Under NHM, the Ministry of Health and Family Welfare (MoHFW) is
responsible for two key interventions: of the scheme Dharti Aaba Janjatiya
Gram Utkarsh Abhiyan (DA-JGUA) of Ministry of Tribal Affairs (MoTA)
namely, (i) provision of Mobile Medical Units (MMUs) to cover left-out
villages lacking nearby healthcare facilities, and (ii) issuance of Ayushman
Cards to uncovered tribal households under the Pradhan Mantri Jan Arogya
Yojana (PM-JAY).
Under National Health Mission (NHM), norms have been relaxed for
tribal/hilly/hard-to-reach areas to strengthen healthcare access. The population
criteria for setting up Sub-Health Centres (SHCs), Primary Health Centres
(PHCs), and Community Health Centres (CHCs) have been reduced from 5,000
to 3,000, 30,000 to 20,000, and 1,20,000 to 80,000, respectively. One
Accredited Social Health Activist (ASHA) is allowed per habitation in tribal
and hard-to-reach areas instead of one per 1,000 population.
