Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) current status of the PM E-Drive scheme in terms of achieving the target of 25 lakh electric
two-wheelers and deployment of over 14,000 electric buses by March, 2026;
(b) the framework for establishing "Electric Highways" (E-Highways) on the Delhi-Jaipur and
Mumbai-Pune sections, including the status of trials of the overhead catenary system; and
(c) the number of Registered Vehicle Scrapping Facilities (RVSFs) operationalized since the
beginning of 2026 and the incentives being provided to citizens for transitioning from 15- year-
old polluting vehicles to new models?

(a) As on 15.03.2026, a total of 20.48 lakh electric two-wheelers (e-2Ws) have been sold
under the Prime Minister Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-
DRIVE) Scheme against a target of 24.79 lakh e-2Ws, which constitutes 83% of the target
achieved so far.
Further, with regard to deployment of over 14,000 e-buses by March, 2026, it is informed that
total of 13,800 e-buses have been allocated under the PM E-DRIVE Scheme in two phases.
Under the Phase-I of e-buses deployment, 10,900 e-buses have been allocated. The tender
process for these e-buses has already been concluded and the Letter of Conformity of Quantity
(LoCQ) was issued to the successful bidders by Convergence Energy Services Limited (CESL),the nodal agency for deployment of e-buses under the PM E-DRIVE Scheme, on 30.12.2025.
Further, under the Phase II of e-buses deployment, 2,900 e-buses have been allocated.
(b) No such proposal is under consideration in the Government.
(c) As on 12.03.2026, 134 Registered Vehicle Scrapping Facilities (RVSFs) are operational
in the country. Out of these, 9 RVSFs have been operationalised in 2026.
2. Following incentives are provided to the citizens for scrapping their vehicles at RVSFs:-
a) GSR 714 (E) dated 04.10.2021 provides that, in case the vehicle is registered on
submission of ‘Certificate of Deposit’, the fee for issue of certificate of registration shall
not be levied.
b) GSR 720 (E) dated 05.10.2021 provides for concession in the motor vehicle tax (upto
twenty-five per cent., in case of non-transport vehicles and upto fifteen per cent, in case
of transport vehicles) for the vehicle registered against submission of "Certificate of
deposit". Provided that this concession shall be available upto eight years, in case of
transport vehicles, and upto fifteen years, in case of non-transport vehicles.
c) GSR 200 (E) dated 26.03.2025 provides for concession in the motor vehicle tax of
upto fifty percent against such certificate for all transport and non-transport vehicles
which are manufactured as per Mass Emission Standards Bharat Stage I (BS-I) norms
and earlier Mass Emission Standard norms and all medium and heavy goods motor
vehicles and all medium and heavy passenger motor vehicles which are manufactured as
per Mass Emission Standards Bharat Stage II (BS-II) norms.
