Will the Minister of COMMERCE AND INDUSTRY be pleased to state:

(a) the current status of implementation of the PM Gati Shakti National Master Plan
in West Bengal including the nature, location and completion status of each
project;
(b) the specific infrastructure sectors such as ports, railways, roads, and logistics
parks—that these projects encompass and the manner in which they contribute
to enhancing multi-modal connectivity in the State;
(c) whether there are additional projects in the pipeline under the PM Gati Shakti
framework for West Bengal and if so, the details thereof along with their scope,
estimated investment and expected timelines; and
(d) the mechanisms established to monitor the progress and ensure timely
completion of these projects, including coordination between Central and State
agencies?

(a) to (c): PM GatiShakti National Master Plan (PMGS NMP) was launched in October
2021. PMGS NMP adopts a "Whole of Government" approach, fostering
convergence, collaboration and integration among various Central Ministries
and State/UT governments to achieve comprehensive and integrated
infrastructure planning and development. As on date, 58
Ministries/Departments and 36 States/UTs ,including West Bengal, have been
onboarded onto the PMGS NMP.
Under the PM GatiShakti framework, a Network Planning Group (NPG)
mechanism has been institutionalized both at the Centre and State level, under
which infrastructure projects are being evaluated for integrated planning,
multimodality, inter-modality, last-mile connectivity in and around the project
catchment area to improve logistics efficiency. So far 324 Infrastructure
projects worth an estimated cost of Rs.14.73 Lakh Crore have been evaluated
through NPG mechanism at the Centre. Out of these, 19 projects are fallingfully/partially in the State of West Bengal, details of these projects are given at
Annexure-I.
Further, one project of Ministry of Railways with estimated cost of Rs.3056
Crore and one project of Ministry of Road Transport & Highways with estimated
cost of Rs.2025 Crore, passing through the State of West Bengal, are in the
process of evaluation by Network Planning Group (NPG) under PM GatiShakti
framework.
(d): An institutional mechanism of Project Monitoring Group (PMG) has been
established for fast tracking the implementation of large-scale infrastructure
projects and resolving regulatory bottlenecks / issues in implementation of such
projects, if any, in coordination with concerned Central and State agencies. This
is in addition to the internal monitoring and review mechanisms of the
respective project implementing departments/agencies.
