SHRI BRIJENDRA SINGH OLA: Will the Minister of FINANCE be pleased to state: (a) the current status of the implementation of Pradhan Mantri Mudra Yojana along with the details of the number and amount of loans sanctioned and disbursed under the scheme so far in Rajasthan, year-wise and district-wise including Jhunjhunu district; (b) whether the Government has carried out any review/evaluation of the effectiveness of the scheme; (c) if so, the major findings thereof and the steps taken for improvement and if not, the reasons therefor; (d) whether it is a fact that the said scheme has remained confined only to figures in some areas without reaching the actual beneficiaries, if so, the details thereof; (e) whether it is also a fact that despite genuine need, many eligible applicants have not been sanctioned loans under the said scheme by banks, if so, the reasons therefor; (f) whether the complaints regarding denial of loans/unnecessary delay by banks have been received; and (g) if so, the details of such cases and their disposal during last five years along with Parliamentary Constituency-wise details including the Jhunjhunu Lok Sabha Constituency in Rajasthan, year-wise ? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) to (g): As on June, 2026, more than 59.14 crore loans, have been sanctioned/disbursed under the Pradhan Mantri Mudra Yojana (PMMY), since launch of the Scheme. The number and amount of loans sanctioned/ disbursed under PMMY in the State of Rajasthan, year/district-wise including Jhunjhunu District is placed at Annexure I. The Government has undertaken two assessments of the Pradhan Mantri Mudra Yojana (PMMY) since its inception through the Ministry of Labour and Employment in 2018 and NITI Aayog in 2023. The details of which are as under: (i) Ministry of Labour and Employment (MoLE) - A large sample survey was conducted at the national level to estimate employment generation under PMMY. As per the survey results, PMMY helped ingeneration of 1.12 crore net additional employment during a period of approximately 3 years (i.e. from 2015 to 2018); and (ii) NITI Aayog evaluated the Pradhan Mantri MUDRA Scheme in November 2023 which, inter-alia, state that : a) the small entrepreneurs got easy access to micro credit at gross root level; b) it helped the individuals and sole proprietors to avail the loan across geographies; c) attracted first-time entrepreneurs and helped them to graduate to higher categories of loans. Government has taken various steps towards effective implementation of the Scheme. These, inter-alia, include publicity campaigns, simplification of application form, Credit Guarantee Scheme, nomination of Mudra Nodal Officer promoting digital process for banks and frequent reviews at various levels by Government and Banks to monitor the achievement under the scheme. As per RBI circular dated 9th April, 2010, all credit related matters of banks including sanction or decline of loans are governed by the bank’s own lending policies approved by the Board, subject to extant guidelines of RBI. Citizens can approach banks through online portals and customer care numbers for any assistance to directly address their issues to the concerned bank branches. Further, the Board of Directors of individual banks lay down appropriate grievance redressal mechanisms within the organization to resolve customer grievances. If grievances involving deficiency in services rendered by entities regulated by RBI are not resolved to the satisfaction of the customers or not replied to within a period of 30 days by the regulated entity, the customer can approach the “Reserve Bank – Integrated Ombudsman Scheme, 2021” that provides cost-free redressal of complaints. Government of India also hosts a web-based portal i.e. Centralized Public Grievance Redressal and Monitoring System (CPGRAM) wherein Citizens can file their grievances relating to Ministries/Departments of Government of India of States/UTs.
