Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the key objectives of the Pradhan Mantri Virasat Ka Samvardhan (PM-VIKAS) scheme in
enhancing skill development and employment opportunities for minority youth;
(b) the number of Persons with Disabilities (PwD) enrolled along with the measures adopted
to ensure their inclusion and accessibility;
(c) the nature of partnerships and Memorandums of Understanding (MoUs) signed with State
Governments to strengthen industry linkages and apprenticeship opportunities; and
(d) the total number of beneficiaries enrolled under PM VIKAS so far, by job role and sector,
category-wise, particularly in the Pali Lok Sabha constituency of Rajasthan and Himachal
Pradesh?

(a): The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a Central Sector Scheme
focusing on the socio-economic empowerment of six notified minorities through skill
development; entrepreneurship among minority women; and education support for school
dropouts.
The main objectives of Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme
in promoting skill development and employment opportunities for minority youth, are as
under:-
i. To build capacity of minority communities through targeted interventions by
providing skill training support in need-based courses and ensuring employment /
livelihood opportunities for them.
ii. To preserve and promote the cultural heritage including traditional arts and craft forms
by propagation of literature/ documents/ manuscripts and showcasing their unique
Intangible Cultural Heritage (ICH).
iii. To empower women from minority communities and instil confidence amongst them
by providing leadership and entrepreneurship training and support.iv. To improve employability of and generate better livelihood opportunities for
minorities through market and credit linkages.
(b): The scheme has been recently rolled out and as per the scheme guidelines, 3 percent
of the total seats are reserved for Persons with Disability (PwDs) across all the scheme
components.
(c): Under the PM VIKAS scheme, the implementing agencies are required to ensure
placement of candidates as per the scheme guidelines and it forms a part of the MoUs that the
Ministry signs with the implementing agencies. Under non-traditional (modern) skilling,
PIAs are required to ensure placement of at least 75 percent skilled beneficiaries in some
form of employment (wage/ self-employment/ apprenticeship), of which at least 50 percent
should be placed in organized sector, as categorised in the National Skill Quality Framework
(NSQF)/ Common Cost Norms (CCN).
(d): Under the PM VIKAS Scheme, allocations are not made state wise, rather projects are
allocated to different Implementing Agencies. However, as per projects allocations made to
different Implementing Agencies till now, no targets have been allocated for the state of
Himachal Pradesh. Further, allocation letters have been issued for a target of about 2,560
beneficiaries in Rajasthan across traditional and non-traditional component. A component-
wise, job-role wise and sector-wise bifurcation (as on date) is placed in Annexure 1.
