PM VISHWAKARMA, PMKVY AND NAPS IN ODISHA
6217. SHRI BAIJAYANT PANDA:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the status of implementation of PM Vishwakarma Yojana, Pradhan Mantri Kaushal Vikas
Yojana (PMKVY) and the National Apprenticeship Promotion Scheme (NAPS) in Odisha;
(b) whether any outcome assessment has been undertaken to evaluate their contribution to
employability and workforce readiness in the State, if so, the broad findings thereof; and
(c) the steps proposed to strengthen industry linkage and placement-oriented skilling in Odisha
under these programmes?

(a): PM Vishwakarma scheme was launched on 17.09.2023, to provide end-to-end holistic support
to artisans and craftspeople of 18 traditional trades who work with their hands and tools.The scheme
is conjointly implemented by Ministry of Micro, Small and Medium Enterprises (MSME), Ministry
of Skill Development and Entrepreneurship (MSDE) and Department of Financial Services (DFS).
Ason 30.03.2026, 1.06 lakh artisans/craftspeople have been successfully registered under PM
Vishwakarma after three stages of verification in the state of Odisha, out of which 84,467
beneficiaries have been provided basic skill training, 19,060 beneficiaries have been sanctioned
collateral free loan and modern toolkit have been delivered to 50,707 beneficiaries.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the National Apprenticeship Promotion
Scheme (NAPS) are being implemented by MSDE. Under PMKVY skill development training is
being impartedthrough Short-Term Training (STT) and up-skilling and re-skilling through
Recognition of Prior Learning (RPL) to youth across the country, including Odisha. A total
of 6,02,452 candidates have been trained/oriented in Odisha under PMKVY since inception in 2015
till 31.12.2025.
National Apprenticeship Promotion Scheme (NAPS) was launched in August, 2016 with the
objective to promote apprenticeship training and to increase the engagement of apprentices and the
scheme continues as NAPS-2 from 2022-23 and implemented throughout the country, including
Odisha. A total of 35,79,798 number of apprentices engaged across the country, of which 40,931
number of apprentices engaged inthe state of Odishafrom FY 2022-23 to FY 2025-26 (Upto
December 2025).: 2 :
(b): The successfully registered PMV artisans, after three level of verifications, are eligible to
avail of all benefits of the Scheme including Skill upgradation, credit support, modern toolkits, digital
incentive and marketing support. Through skill upgradation, beneficiaries' skills are enhanced and
they are introduced to modern tools, best practices and innovative designs, along with marketing and
entrepreneurial knowledge.The beneficiaries are also on-boarded on Udyam Assist Platform to be
eligible for availing of benefits under various government schemes,including priority sector lending
to scale-up their operations, modernize/upgrade their tools and business and enter the formal
economy as entrepreneurs and contribute towards the larger goal of nation building.
An evaluation of PMKVY by NITI Aayog (October 2020) indicated that approximately 94%
of surveyed employers expressed willingness to hire more candidates trained under PMKVY. An
independent evaluation of PMKVY 2.0, conducted by the Indian Institute of Public Administration,
found that about 70.5% of surveyed candidates were placed in their desired skill sector. More
recently, a third-party evaluation of PMKVY 4.0 conducted by the Arun Jaitley National Institute of
Financial Management (AJNIFM) in 2025 observed that PMKVY training has contributed to a
measurable shift in employment outcomes for STT candidates. Overall, 70% of the surveyed STT
trainees acknowledged benefiting from PMKVY training in terms of either improved employability,
technical skills, confidence or soft skills.
A third-party evaluation of NAPS, conducted by AJNIFM, indicates 72 per cent of
apprentices were offered full-time employment after completion of training, reflecting the
effectiveness of NAPS in facilitating transition from training to employment.
(c): PM Vishwakarma scheme is primarily designed to strengthen and support traditional artisans
and craftspeople who are self-employed. The Scheme focuses on promoting entrepreneurship and
enhancing business prospects of artisans and craftspeople. The scheme aims at enabling beneficiaries
to strengthen and expand their own enterprises rather than seek employment.
Under PMKVY, industry linkage has been enhanced through industry-designed, demand-
driven courses, integration of On-the-Job Training and training in emerging sectors such as Artificial
Intelligence, robotics, drones and other Industry 4.0 technologies.
Under NAPS, industry linkage is strengthened through provisions for engagement of
apprentices by establishments, industry-led training in designated and optional trades, and alignment
with the National Skills Qualifications Framework to ensure standardised, industry-relevant skill
development and improved employability outcomes.
