Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total amount of funds allocated, released and utilised under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 since its launch including the allocation made in the Union Budget 2026-27;
(b) the number of houses sanctioned, grounded for construction and completed under PMAY-U 2.0, State-wise, particularly in Tamil Nadu;
(c) whether the Government has assessed the progress of PMAY-U 2.0 against the targets set for Economically Weaker Sections (EWSs) and Low Income Groups (LIGs) and if so, the details thereof;
(d) the reasons for delays, if any, in release of funds or completion of projects, especially pending projects in Urban Local Bodies (ULBs); and
(e) the steps taken to ensure timely completion of sanctioned houses, release of Central assistance and monitoring of quality and affordability under PMAY-U 2.0? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING & URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 โHousing for Allโ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme
(ISS). The scheme guidelines can be accessed at https://pmay- urban.gov.in/uploads/guidelines/Operational-Guidelines-of-PMAY-U-2.pdf โฆ2/--2- Based on the project proposal submitted by States/UTs, a total of
127.68 lakh houses including 16.20 lakh under PMAY-U 2.0, have been sanctioned since inception of the scheme by the Ministry, out of these
127.68 lakh houses, 121.02 lakh houses have been grounded and 99.07 lakh are completed/delivered to the beneficiaries across the country. A total Central Assistance of โน2.12 lakh crore has been sanctioned, of which โน1.81 lakh crores has already been released and โน1.74 lakh crores have been utilized by the States/UTs under PMAY-U & PMAY-U
2.0, so far. The State/UT-wise details of houses sanctioned, grounded and completed under PMAY-U & PMAY-U 2.0 including in the State of Tamil Nadu are at Annexure.
The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme or as per Detailed Project Reports (DPRs) of respective projects. The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries etc.
The Ministry monitors progress of the Scheme through periodic review meetings, video-conferences and field visits. States/UTs have been advised to expedite construction of sanctioned houses to ensure their completion within the timelines prescribed in the Detailed Project Reports (DPRs) and to timely submit the prescribed compliances for release and utilization of subsequent installments of Central Assistance.
Further, as per PMAY-U 2.0 guidelines, there is provision to ensure quality of construction under BLC/AHP/ARH verticals of the Mission through Third Party Quality Monitoring Agencies (TPQMA) selected by States/UTs. TPQM Agencies are required to visit the project site and to advise State/UT and Urban Local Bodies on quality related issues.
