Will the Minister of Housing and Urban Affairs be pleased to state :
(a) the number of beneficiaries registered under the Pradhan Mantri
Awas Yojana – Urban (PMAY-U) along with the number of houses
sanctioned and completed thereunder in Chhattisgarh during the
last twelve months;
(b) the number of beneficiaries registered under the said yojana in Durg
Lok Sabha Constituency and Bemetara region along with the
number of houses sanctioned and completed thereunder; and
(c) the time by which the construction of houses is likely to be
completed in Durg Lok Sabha Constituency?
ANSWER

(SHRI TOKHAN SAHU)
(a) Land’ and ‘Colonization’ are State subjects. Therefore, schemes
related to housing are implemented by States/Union Territories (UTs).
However, the Ministry of Housing and Urban Affairs (MoHUA)
supplements the efforts of States/UTs by providing Central assistance
under Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to
provide pucca houses with basic civic amenities to eligible urban
households across the country. Furthermore, MoHUA has revamped the
scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect
from 01.09.2024 to support 1 crore additional eligible beneficiaries.
PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of
India has not fixed any State-wise target for construction of houses.
Under the schemes, States/UTs conduct demand survey in their
respective jurisdiction and validate the beneficiaries to ascertain
eligibility. In order to ensure that the scheme effectively addresses the
housing needs of urban poor, a Unified Web-portal has been developed by
the Ministry under PMAY-U 2.0. Eligible citizens are also allowed to apply

through Unified Web Portal and register their demand. States/UTs/Urban
Local Bodies (ULBs) validate the beneficiaries as per the eligibility
criteria of the scheme guidelines and selection/ scrutiny of beneficiary
list is done at multiple levels in the States/UTs. After fulfilling the
procedures laid down in the Scheme Guidelines, the houses are approved
by State Level Sanctioning and Monitoring Committee (SLSMC) and
forwarded to Central Sanctioning and Monitoring Committee (CSMC) for
consideration of release of Central Assistance.
Based on the project proposals submitted by the State Government of
Chhattisgarh, a total of 2.99 lakh houses have been sanctioned by the
Ministry under PMAY-U & PMAY-U 2.0 as on 21.07.2025, out of which
12,906 houses have been sanctioned during last 12 month under PMAY-U
2.0. Out of total sanctioned houses, 2.57 lakh have been completed so
far, of which 17,813 houses have been completed during the last 12
months.
(b) Physical and financial progress under PMAY-U & PMAY-U 2.0 in
Durg Lok Sabha Constituency and Bemetara district of the State of
Chhattisgarh are at Annexure.
(c) The time period for completion of projects generally takes 12-36
months in different verticals of the scheme and as per Detailed Project
Reports (DPRs) of respective projects. The completion timeline for
houses depends on various factors like availability of encumbrance free
land, statutory compliances for start of construction, arrangements of
funds by beneficiaries etc. The scheme period of PMAY-U has been
extended upto 31.12.2025 to complete the houses sanctioned without
changing the funding pattern and implementation methodology.
States/UTs have been advised to expedite the construction of sanctioned
houses under PMAY-U so that all houses are completed within the
stipulated timeline. The houses under PMAY-U 2.0 have been sanctioned
this year only.
