(a) the number of houses sanctioned, constructed and occupied under
Pradhan Mantri Awas Yojana-Urban (PMAY-U) in the country during
each of the last ten years;
(b) the total funds allocated, released and utilised for PMAY-U in Gorakhpur
during the said period;
(c) the number of beneficiaries belonging to Scheduled Castes, Scheduled
Tribes and minority communities under PMAY-U in Gorakhpur; and
(d) the challenges faced and the steps taken by the Government for timely
completion of housing projects in Gorakhpur under PMAY-U?

(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries across the country. The
scheme period of PMAY-U has been extended up to 31.12.2025 to
complete sanctioned houses without changing the funding pattern and
implementation methodology. Based on the learnings from the
experiences of implementation of PMAY-U, MoHUA has revamped the
scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect
from 01.09.2024 for implementation in urban areas across the country
to construct, purchase and rent a house by 1 crore additional eligible
beneficiaries at affordable cost in next five years. PMAY-U 2.0 is
implemented through four verticals i.e., Beneficiary Led Construction
(BLC), Affordable Housing in Partnership (AHP), Affordable Rental
Housing (ARH) and Interest Subsidy Scheme (ISS).

Based on the project proposal submitted by States/Union Territories
(UTs), a total of 119.26 lakh houses including 7.09 lakh under PMAY-U
2.0, have been sanctioned under PMAY-U by the Ministry, so far
including Gorakhpur. Out of which 112.81 lakh houses have been
grounded and 93.61 lakh are completed/delivered to the beneficiaries
across the country during last ten years, as on 14.07.2025. Year-wise
details of houses sanctioned, grounded, completed and occupied since
inception are at Annexure.
The Central Assistance sanctioned, released and utilized in Gorakhpur
under PMAY-U since 2015 is ₹892.32 crore, ₹852.44 crore and ₹836.48
crore respectively. A total of 58,202 houses have been sanctioned for
Gorakhpur, of which 56,178 houses have been completed. Out of
sanctioned houses, 9,998 belong to Scheduled Castes, 1,283 are from
Scheduled Tribes and 6,062 from Minorities. Completion percentage in
Gorakhpur is 95%.
Additionally, 5,203 houses have been sanctioned recently under BLC
vertical of PMAY-U 2.0 in Gorakhpur. The timeline for completion of
houses/projects varies from State to State and it generally takes 12-36
months in different verticals of the scheme and as per Detailed Project
Reports (DPRs) of respective projects. The completion timeline for
houses depends on various factors like availability of encumbrance free
land, statutory compliances for start of construction, arrangement of
funds by beneficiaries etc. The Ministry conducts regular and rigorous
review meetings with States/UTs to complete the remaining houses of
PMAY-U and recently sanctioned houses of PMAY-U 2.0 within the
stipulated timeframe across the country including Gorakhpur.
