SHRI RAJU BISTA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the present status of implementation of the Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 2019 in West Bengal along with the details of funds sanctioned and utilised, year and district-wise; (b) the number of houses constructed, grounded and completed in Darjeeling and Kalimpong districts, municipality-wise; and (c) whether there has been any delay in the disbursal of funds to PMAY-U beneficiaries in municipalities under Darjeeling and Kalimpong districts and if so, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY- U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Based on the project proposal submitted by States/Union Territories (UTs), a total of 119.31 lakh houses including 7.15 lakh under PMAY-U 2.0, have been sanctioned under PMAY-U by the Ministry, so far. Out of which 112.98 lakh houses have been grounded and 93.81 lakh are completed/delivered to the beneficiaries across the country including West Bengal, as on 04.08.2025. …2/--2- A total of 6,15,105 houses have been sanctioned for State of West Bengal so far, with committed Central Assistance of ₹9,965.78 crore, of which ₹8,907.91 has already been released. Out of total houses sanctioned, a total of 6,06,060 are grounded, of which 4,65,657 are completed/delivered to the beneficiaries. The year and district-wise details of funds sanctioned, released and utilized in West Bengal since 2019 under PMAY-U are at Annexure-I. The municipality-wise details of number of houses sanctioned, grounded and completed in Darjeeling and Kalimpong districts under PMAY-U are at Annexure-II. PMAY-U scheme is being implemented through designated nodal agencies at State/UT level. As per the Scheme Guidelines of PMAY-U, Central Assistance is released in three installments in 40%, 40% and 20% to the States/UTs for construction of houses based on compliances submitted by them. The Ministry has been consistently releasing the due installments on receipt of compliances received from the States/UTs for early completion of houses including municipalities under Darjeeling and Kalimpong districts of State of West Bengal.
