Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC
DISTRIBUTION be pleased to state:
(a) the total funds spent per year under the Pradhan Mantri Garib Kalyan Anna Yojana
(PMGKAY) since its inception and the total number of beneficiaries provided free foodgrains
during this period, State-wise;
(b) the details of the expenditures made along with the number of beneficiaries thereof,
State and year-wise;
(c) whether the Government proposes to conduct any survey under the said scheme and if
so, the details thereof;
(d) whether the foodgrains are being regularly distributed under this scheme in Bihar to
entitled rationcard holders identified by the State Government and if so, the details thereof;
(e) the number of beneficiaries covered in the State of Bihar since the inception of the
scheme along with the quantity and value offoodgrains distributed so far; and
(f) whether the Government proposes to expand the scope of this scheme or to further
strengthen technical transparency (Aadhaar seeding, portability, e-POS) in the future and if
so, the details thereoP

(a) & (b): The Year-wise and State-wise details of funds released to DCP states under Pradhan
Mantri Garib Kalyan Anna Yojana (PMGKAY) (launched during Covid i.e upto 3 1.12.2022) are at
Annexure-l.As per Central Government decision, two food subsidy schemes (food subsidy to FCI and
food subsidy to DCP States) have been subsumed as PIVIGKAY beginning from lst January 2023.
The details of funds released to States under PiVIGKAY and other welfare schemes since FY 2022-23
are at Annexure-II. Further, Central Government also provides Central assistance to States/UTs
under the scheme ''Assistance to State Agencies for intra-State movement of foodgrains and FPS
dealers’ margin. Statement indicating the year-wise, State-wise fund released is at Annexure-111.
The Year-wise and State-wise details of number of beneficiaries covered under the PN4GKAY
are at Annexure-IV.
(c): in order to strengthen the monitoring of NFSA implementation and to provide a more in-
depth, incisive and comprehensive empirical evidence on regular basis, the Department of Food and
Public Distribution has engaged an agency for conducting the concurrent evaluation of the
implementation of NFS A, 2013 during 2025-26, 2026-27 and 2027-28.
(d): NFSA is operated under the joint responsibility of the Centre and States/UTs. The operational
responsibilities such as identification of eligible households, issuing ration cards, distribution of food-
grain entitlements to eligible households through fair price shops (FPS) etc lies with the concerned
State Government.
(e): The state-wise number of beneficiaries covered under PMGKAY, and details of funds
released including in the State of Bihar is at Annexure-IV.
The state-wise details (including Bihar) of funds released are at Annexure-1, II and Ill.
The details of Food Grains Distribution to Bihar from 20 1 9-20 to 2025-26, are at Annexure-V
(f): As part of the technology driven Public Distribution System (PDS) reforms, with the aim to
improve the efficiency and reduce leakages in the PDS, ration cards/beneficiaries database have been
completely digitized (100%) in all States/UTs. The transparency portal and online grievance redressal
facility/Toll-free number have been implemented in all States/UTs. Also, online allocation has been
implemented in all States/UTs (and supply chain has been computerized in 31 States/UTs except UTs
of Chandigarh, Puducherry and Urban area of Dadra & Nagar Haveli which have adopted DBT Cash
Transfer scheme). Further, 99.9% ration cards are Aadhaar seeded in the country.
Further, nearly 5.50 Lakh (99.8%) out of total 5.51 Lakh Fair Price Shops (FPSs) in the
country have been automated by installing ePoS devices for the distribution of foodgrains in a
transparent manner (electronically) through biometric/ Aadhaar authentication of beneficiaries

# Rajasthan has adopted Non- DCP in RMS 2017-18.
## Jharkhand was DCP for KMS 2016-17 (only for 1 district) 2017-18 (only for 5 District),
2018-19 (only for 6 District). They have adopted Non-DCP in KMS 2019-20.
8 Under DBT scheme, w.e.f. 2015-16 subsidy is released to UTs of Chandigarh,
