Parliament Question: PMKVY Training in Darjeeling and Kalimpong

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 1315 ANSWERED ON 27.07.2026 PMKVY TRAINING IN DARJEELING AND KALIMPONG 1315. SHRI RAJU BISTA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the total number of youths enrolled, trained and certified under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in the districts of Darjeeling and Kalimpong during the last five years and the current year, year- and sector-wise; (b) the details of training partners and centres affiliated with the National Skill Development Corporation (NSDC) currently operating in these two hill districts; (c) the total financial incentives or post-placement stipends disbursed directly to certified youth from the said districts via Direct Benefit Transfer (DBT) under PMKVY; and (d) the details of number of candidates from the said districts secured verified, long-term employment or formal apprenticeships under PMKVY? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The Pradhan Mantri Kaushal Vikas Yojana (PMKVY), launched in 2015, has progressively evolved towards demand-driven, industry-aligned and outcome-oriented skilling. PMKVY has been implemented across the country, including West Bengal, through Short-Term Training, Recognition of Prior Learning and Special Projects. As on 30th June 2026, number of candidates trained and certified for the districts of Darjeeling and Kalimpong is given below: District Trained Certified Darjeeling 27,882 23,399 Kalimpong 528 302 Total 28,410 23,701 The financial year-wise and sector-wise details for the last five financial years and the current year for the districts of Darjeeling and Kalimpong is placed at Annexure-I. (b) Training partners and training centres are accredited and affiliated under PMKVY scheme to implement project based skilling activities. Currently, there is no ongoing training under PMKVY 4.0 in these districts. (c) The Direct Benefit Transfer (DBT) under PMKVY for the districts of Darjeeling and Kalimpong are ₹17.97 lakh and ₹2.04 lakh respectively including post-placement stipend. (d) Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidatesto choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. The number of candidates self- employed and wage-employed from the districts of Darjeeling and Kalimpong in first three versions of PMKVY is given below: District Self-employed Wage-employed Darjeeling 402 2,635 Kalimpong 5 26 Total 407 2,661 Further, it is mentioned that the Government of India launched ‘National Apprenticeship Promotion Scheme’ (NAPS) in August, 2016 with the objective to promote apprenticeship training and to increase the engagement of apprentices. Since 2022-23, the scheme continues as NAPS- 2 and implemented throughout the country, including Darjeeling and Kalimpong. NAPS-2 aims to promote apprenticeship training in the country, by providing partial stipend support to the apprentices engaged under the Apprentice Act, 1961, undertaking capacity building of the apprenticeship ecosystem, and providing advocacy assistance to the stakeholders. Accordingly, the scheme facilitates a partial stipend support limited to 25% of stipend paid, up to a maximum of Rs.1,500 per month, per apprentice during the training period. The stipend support by GoI is being paid through Direct Benefit Transfer (DBT) to the bank account of apprentice.
