**Summary:**
In response to Lok Sabha Unstarred Question No. 2732, the Ministry of Fisheries, Animal Husbandry and Dairying addressed the implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) in Odisha, including the Kalahandi constituency. The Department of Fisheries has approved projects for the Government of Odisha under PMMSY with a total project cost of Rs. 1298.25 Crore for fisheries and aquaculture development. Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state:
(a) whether projects have been sanctioned by the Government under the Pradhan Mantri Matsya
SampadaYojana (PMMSY) for Odisha including Lok Sabha constituency, Kalahandi;
(b) the type of infrastructure being developed by the Government such as hatcheries, cold chains
or fish landing centres in these regions;
(c) the number of fishers and SHGs getting benefits from capacity building and financial
assistance of the scheme in the State; and
(d) the measures taken by the Government to ensure convergence with irrigation, market linkage
and credit support schemes for holistic fisheries development?

(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying, Government of
India has approved the proposals of the Government of Odisha under the Pradhan Mantri Matsya
SampadaYojana (PMMSY) at a total project cost of Rs.1298.25 Crore for development of fisheries and
aquaculture in the state of Odisha, including in Kalahandi Constituency. Further, the proposal of Paradip
Port Trust for up gradation and modernization of the Paradip fishing harbor was approved at a cost of
Rs.108.91 crore under the central sector scheme component of PMMSY.
(b) and (c): The Government of Odisha informed that various activities are implemented in Kalahandi
District under PMMSY such as (i) Construction of grow out Pond – 29.15 hactare, (ii) Construction of new
seed rearing ponds – 9.6 hactare, (iii) Establishment of finfish hatchery – 3 unit, (iv) one unit of State of
the Art Fish Feed Plant, (v) Motor cycle with ice box – 10 unit, (vi) Three-wheeler with ice-box- 2 unit and
(vii) Providing Boats (replacement) and nets for traditional fishermen (Dingy/FRP). The Government of
Odisha has also reported that 48,101 beneficiaries in Odisha including 8970 women beneficiaries
benefited under the PMMSY.
(d): The PMMSY emphasizes convergence with various central government schemes to amplify outcomes
and save resources. Key areas include infrastructure development through the Sagarmala Programme,
post-harvest support via the Pradhan Mantri Kisan Sampada Yojana, water body creation under
MGNREGS, aquaculture development through RKVY and NRLM, fisheries export promotion with the
Department of Commerce and MPEDA, working capital access via Kisan Credit Card, technological
advancement through DARE, INCOIS, and ISRO, and water management with the Ministry of Jal Shakti.
This integrative approach fosters holistic growth across the fisheries sector.
