pleased to state: -
(a) the details of the total number of youth trained and placed under the Pradhan
Mantri Kaushal Vikas Yojana (PMKVY) from 2015 to 2025;
(b) the key industry sectors targeted under PMKVY for improved placement
outcomes;
(c) the manner in which the Government collaborates with State Governments and
private sector partners to enhance PMKVY’s effectiveness;
(d) whether the Government is considering new policies or schemes to boost large-
scale job creation for youth and skilled workers and if so, the details thereof; and
(e) if not, the reasons therefor?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its
flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for
imparting skill development training through Short-Term Training (STT) and up-skilling
and re-skilling through Recognition of Prior Learning (RPL) to youth across the country.
Under PMKVY, since 2015 to 30.06.2025, 1.64 crore candidates have been
trained/oriented across the country. Under PMKVY, placements were tracked in the
Short-Term Training (STT) component in the first three versions of the Scheme which is
PMKVY 1.0 (2015-16), PMKVY 2.0 (2016-20) and PMKVY 3.0 (2020-22). Under PMKVY
4.0 (2022-26), the focus is to empower the trained candidates to choose their varied
career path and is suitably oriented. Under the first three versions of PMKVY, 24.37 lakh
candidates have been reported placed.
(b) Under PMKVY 4.0, skilling is being imparted in National Skill Qualification
Framework (NSQF) aligned job roles developed by industry-led Awarding Bodies. Under
PMKVY 4.0, to keep pace with evolving industry demands and advent of new age
technology, 400+ new courses on AI, 5G technology, Cyber security, Green Hydrogen,
Drone Technology, have been introduced, focusing on emerging technologies and future
skills.
(c) The Government adopts a collaborative and convergence-driven approach to
enhance the effectiveness of PMKVY through active coordination with State
Governments and private sector stakeholders. Under the scheme, States are encouraged
to propose training targets based on local demand, supported by district-level skill gapstudies to ensure relevance and efficiency. Additionally, the scheme engages private
sector partners through industry bodies, Awarding Bodies, and corporate entities, for
curriculum development, industry-aligned training, assessment, and placement
facilitation. Further, employers are encouraged to participate through apprenticeship
programs, demand aggregation, and on-the-job training (OJT) initiatives to strengthen
industry linkage and improve placement outcomes.
(d) & (e) The Government has undertaken various policy initiatives to boost large-scale
job creation for youth and skilled workers across the country under PMKVY. To enable
the opportunities for employment, Skill India Digital Hub (SIDH) platform has been
launched as a one-stop platform that integrates skilling, education, employment, and
entrepreneurship ecosystems to provide a lifelong array of services targeting a wide
range of stakeholders. The details of the trained candidates are available on SIDH portal
for connecting with potential employers. Further, candidates can have access to jobs and
apprenticeship opportunities through the platform. Additionally, OJT has been made an
inherent component of the PMKVY. To ensure active interaction between employers and
candidates, Rozgar Melas are organized across the country.
