POLICY FOR COMPENSATION TO ROAD ACCIDENTS VICTIMS

be pleased to state:
(a) the number of people who lost their lives in road accidents during
the last eight years, State-wise and year-wise;
(b) the details of accidents deaths, injuries and compensation paid
against accidents on the National Highways (NHs), year-wise;
(c) the details of the policy for providing compensation to the
deceased and treatment to the injured;
(d) the details of the schemes run by the Government and the
amount spent to prevent road accidents, year-wise and State-
wise; and
(e) whether the Government has reviewed the major causes of road
accidents during the said period, if so, the details thereof?

(a) and (b) As per data received from Police Departments of
States/Union Territories, details of road accident fatalities on all
categories of road in the country for the years 2017 to 2024 is annexed
as per Annexure – I. Details of road accident fatalities and injuries on all
National Highways of the country for the years 2017 to 2024 is given in
the table below –

(c) As per section 161 of Motor Vehicles Act, 1988, Central
Government is required to provide compensation in respect of the death
of, or grievous hurt to, persons resulting from hit and run motor
accidents. Accordingly, the Government vide G.S.R. 163(E) dated the
25th February, 2022 has notified the Compensation to Victims of Hit and
Run Motor Accidents Scheme, 2022 to provide compensation in respect
of the death of, or grievous hurt to, persons resulting from hit and run
motor accidents. The scheme stands implemented with effect from 1st
of April, 2022. Under this Scheme, a fixed sum of Rs. 2 lakh is to be
provided in case of death, and a fixed sum of Rs. 50,000 is to be provided
in case of grievous hurt.
Further, in accordance with the legal mandate under Section 162 of the
Motor Vehicles Act, 1988, Cashless Treatment for Road Accident
Victims Scheme, 2025 has been notified vide S.O. 2015(E) dated
05.05.2025. Comprehensive guidelines detailing the process flow, roles
and responsibilities of various stakeholders, and the Standard Operating
Procedures (SOPs) for its implementation have been issued vide S.O.
2489 (E) dated 04.06.2025. The victims of road accidents are entitled to
cashless treatment upto ₹1.5 lakh per victim per accident for maximum
period of 7 days from date of accident and applicable to all road
accidents caused by use of motor vehicle on any category of road.
The details of expenditure on compensation for the hit and run
accidents, including on National Highways, are as under :

2025-26 (upto October, 2025) 74.94(d) Road Safety is an integral and indispensable component of every
National Highways Project. Road Safety initiatives on National Highways
commence with the inception of Detailed Project Report (DPR) as road
safety audit of all National Highways projects has been made mandatory
at all stages i.e. design, construction, operation & maintenance through
auditors/experts. As per available data, funds allocated to be spent for
comprehensive road safety aspects varies from 2.21% to 15% of total
cost of the development projects depending upon structures involved for
construction of National Highways.
Besides, the Government also implements the scheme for creation of
awareness & publicity among road users and provides financial support
to Transport Departments of States/UTs for setting up of Model Driving
Training Institutes/Centres, setting up of Model Inspection &
Certification Centres, improving and Strengthening of Public Transport
System etc. The details of funds released for these initiatives during the
last three Financial Years are placed at Annexure - II.
(e) As per the data, road accidents occur due to multiple causes such
as over speeding, use of mobile phone, drunken driving/consumption of
alcohol and drug, driving on wrong side/ lane indiscipline, jumping red
light, non-use of safety devices such as helmets and seat belts,
vehicular condition, weather condition, road condition, etc.Annexure - I
