Will the Minister of HEALTH ANDFAMILYWELFAREbe pleased tostate:
(a) whether the country is on the verge of population explosion despite the family planning programme being run continuously for so many years as there is no effective populationcontrol law;
(b) if so, the detailsthereofalongwith the actionbeingconsidered toidentifythe loopholes inthe programme;
(c) whether the Government proposes to formulate any law to control population with a capof maximumtwo children;
(d) if so, the detailsthereofandthe time by which it islikely tobe done;
(e) whetheranyprovisions areavailabletowithdrawcertainconcessionssuch astax,ration, educationfee,houses from the people who opt for larger family; and
(f) if so, the detailsthereofandif not,the reasons therefor? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT.ANUPRIYAPATEL)
(a) to (f) India has achieved a Total Fertility Rate (TFR) of 2.0 as per National Family Health Survey (NFHS-5, 2019โ21). This is alignedwith the National PopulationPolicy 2000 and the National HealthPolicy 2017.
National Family Planning Programme focuses on voluntary adoption of family planning services based on informed choices, with programmatic interventions addressing healthy timing and spacing of pregnancies for well-being of the mother and child. An integrated Continuum of Care approach across maternal, child, and adolescent health is supported with variousInformation, EducationandCommunication (IEC) activitiestosafeguard the health of the mother and child. State-specific budgets under the Programme Implementation Plan are considered for approvalbased onproposals submitted bythe States.
Various schemes implemented by the Government under Family Planning programme are givenbelow- i. Expanded Contraceptive Choices comprises of Condoms, Combined Oral contraceptive pills, Intrauterine Contraceptive Devices (IUCD), Sterilization, Injectable contraceptive MPA (Antara Programme), Centchroman (Chhaya) and Emergency contraceptivepills.ii. Mission Parivar Vikas implemented in thirteen states for increasing the access to contraceptivesandfamily planningservices.
iii. Compensation scheme for Sterilization acceptors providescompensation for loss of wagestothe beneficiaries. iv. Post-Pregnancy contraception in the form of Post-Partum Intrauterine Contraceptive Device (PPIUCD), Post-Abortion Intrauterine Contraceptive Device (PAIUCD), and Post -PartumSterilization (PPS).
v. โWorld Population Day Campaignโ and โVasectomy Fortnightโ are observed every year to boost awareness on Family Planning and service delivery across all States/ Union Territories. vi. Home Deliveryof Contraceptive SchemebyASHAs.
vii.Family Planning Logistics Management Information System (FPLMIS) to ensure availabilityof Family Planningcommoditiesacross allthe levelsof healthfacilities. **********
