PORT EXPANSION IN ENNORE–KATTUPALLI REGION

Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state:

(a) the details of ongoing and proposed port expansion and infrastructure projects in the
Ennore-Kattupalli-Chennai coastal belt of Tamil Nadu;
(b) whether any cumulative environmental and livelihood impact assessment has been
conducted in respect of these projects, particularly concerning traditional fishing
communities in Thiruvallur district, if so, the details thereof and if not, the reasons
therefor;
(c) the number of fisher families likely to be directly or indirectly affected by such
projects;
(d) whether any compensation, rehabilitation or livelihood restoration framework has
been formulated in consultation with affected communities, if so, the details thereof and
if not, the reasons therefor; and
(e) whether the Government proposes to adopt a participatory and transparent
mechanism to ensure that infrastructure expansion does not disproportionately impact
vulnerable coastal population, if so, the details thereof and if not, the reasons therefor?

STARRED QUESTION NO. *307 FOR ANSWER ON 13.03.2026 RAISED BY SHRI
SASIKANTH SENTHIL REGARDING “PORT EXPANSION IN ENNORE-
KATTUPALLI REGION”.
(a) to (e) Chennai Port and Kamarajar Port are Major Ports under the administrative
control of the Central Government. Ports other than Major Ports (OTMP) including
Kattupalli Port are under the administrative control of the respective State Governments
and their development falls within the State’s jurisdiction and responsibility. The details
of ongoing and proposed port expansion & infrastructure projects are provided in the
Annexure.
Chennai Port and Kamarajar Port undertake project based environmental and livelihood
impact assessments as per guidelines of the Ministry of Environment, Forest and
Climate Change which includes public consultations with local stakeholders. As per the
findings, appropriate mitigation and community development measures are
implemented, including through Corporate Social Responsibility activities.
As informed by the Government of Tamil Nadu, the expansion of Kattupalli Port is
currently at the planning stage.Annexure
