POST LYING VACANT IN SCHOOLS IN RAJASTHAN

Will the Minister of EDUCATION be pleased to state:
(a) the details and the number of Government primary, upper primary, secondary and higher
secondary schools currently running in Rajasthan State along with the total number of
sanctioned posts and the posts lying vacant in these schools, district-wise;
(b) whether the Government schools have been upgraded by the State Government during the
last three years, if so, the details and the number of the sanctioned posts in these schools,
category-wise;
(c) the district-wise details and number of schools opened, closed and merged during the last
two years along with the reasons therefor;
(d) the number of the Government and private universities and colleges currently running in
Rajasthan along with the sanctioned/vacant posts therein particularly in Barmer-Jaisalmer
regions;
(e) whether the posts have not been sanctioned in upgraded schools; and
(f) if so, the reasons therefor?

(a) to (c), (e) to (f): As per information provided by the Rajasthan Government, the district-
wise details of number of Government primary, upper primary, secondary and higher
secondary schools currently running in Rajasthan State is at Annexure-I.
The details of Government schools upgraded by the State Government during the last three
years is at Annexure-II.
The details of Government schools opened, closed and merged by the State Government
during the last three years is at Annexure-III and Annexure-IV.
Education being a subject in the Concurrent List of the Constitution, majority of the schools
in the country comes under the administrative control of States/UTs. The recruitment, service
conditions and rational deployment of teachers come under the purview of the respectiveState Governments/UT Administrations. The details of the vacancies of the teachers in
schools are maintained by respective States/Union Territory Administrations. Recruitment is a
continuous process and vacancies arise due to a number of factors like retirement, resignation,
increased requirement of teachers because of the enhanced students’ strength, etc. The
Government also requests States/UTs to fill vacant posts of teachers, from time to time, to
ensure timely recruitment of teachers by adopting a transparent and merit-based process
through autonomous teacher recruitment boards. The progress regarding filling up of teacher
vacancies through a competitive selection examination conducted by States/UTs, with due
care for consistency and sanctity and after a technology based comprehensive teacher
requirement planning and forecasting exercise, is periodically reviewed through regular
meetings with States/UTs as well as through advisories. The State Government has informed
that sanctions of posts of teachers in new schools has been done.
(d): As per AISHE 2021-22 report, the total number of Private and Government
degree colleges in Rajasthan is 3521 and total Universities is 90 including Barmer-Jaisalmer
regions. Currently, there is one Central University of Rajasthan where sanction faculty
position is 248 and the vacant faculty position is 70. The recruitment powers vests with the
respective State Government and no active role of the Ministry is involved therein.
Occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to
promotion, retirement, resignation, death, opening of new institutions, schemes or projects,
and additional requirements on account of enhanced students’ strength and expansion of
capacity in existing institutions.
