Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the manner in which the Central Sector Scholarship Schemes for Scheduled Caste (SC)
students-such as the Post Matric Scholarship and the Top Class Education Scheme-have
contributed to improving educational attainment and promoting social mobility among SC
communities during the past five years along with the details thereof particularly of Himachal
Pradesh including Shimla Lok Sabha Constituency;
(b) the total number of SC students who have benefited from these schemes during the said
period, State and district-wise data, especially for Maharashtra and Jalgaon Lok Sabha
Constituency and NCT of Delhi;
(c) the details of SC beneficiaries who have pursued higher education in premier institutions or
achieved significant academic or professional milestones through support from these schemes
along with the names of institutions and nature of achievements particularly in Madhya Pradesh
including Bhopal Sehore districts; and
(d) whether the Government has taken or proposes to take any special outreach or awareness
initiatives in rural and backward districts of Maharashtra, especially in Jalgaon, to ensure
maximum enrolment and benefit of these scholarship schemes, if so, the details thereof?
ANSWER
MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT
(SHRI RAMDAS ATHAWALE)(a) & (b): Financial assistance and scholarship provided through the Schemes of Post Matric
Scholarship (PMS) and Top Class Education for Scheduled Caste Students have contributed in
enhancing the educational standard of Scheduled Caste students for pursuing higher education in
educational Institutes/Colleges of the country. This has not only helped in reducing financial
burden but also has enabled Scheduled Caste students to access quality education. By improving
educational opportunities, the schemes have fostered greater socio-economic mobility, enhanced
career prospects, and addressed both economic and social backwardness among SC
communities. |
In the past five years, 2,22,31,139 and 20,340 SC students have benefitted under Post Matric
Scholarship Scheme and Top Class Education Scheme respectively.
State-wise number of beneficiaries including Himachal Pradesh in last five years and District
wise number of beneficiaries in respect of Maharashtra and National Capital Territory of Delhi
along with number of beneficiaries of the Parliamentary Constituencies of Jalgaon and Shimla
during last four years (Scheme was on-boarded on National Scholarship Portal from the year
2021-22) under Post Matric Scholarship Scheme (PMS) are at Annexure-I and II respectively.
For Top Class Education Scheme for SC Students (TCS), State/District/Constituency wise data is
not maintained.
(c): Under these Schemes Scheduled Caste students pursue their higher education in Colleges,
Universities and Institutions including IIT, IIMs, HITs, AIIMSs, NITs, NIFTs, NIDs, [HMs,
NLUs etc. and have achieved notable success in their respective fields.
(d): To ensure wider awareness of the Schemes across the Country, the Ministry has taken
various steps such as advertisements in National and Regional Newspapers, running Social
Media campaigns, Scheme Guidelines details uploaded on Website, follow up with States/UTs
and empanelled Top Class Institutions for popularizing the Scheme.Annexure-I
