SHRI K RADHAKRISHNAN: SHRI BENNY BEHANAN: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the budget allocation and utilization under Post-Matric Scholarship for SC, OBC and EWS students for 2023-24, 2024-25 and 2025-26; (b) the number of beneficiaries covered, State/UT-wise; (c) whether there are delays in release of funds to States causing hardship to students; and (d) if so, the steps taken to digitize and simplify the scholarship disbursal process? ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI RAMDAS ATHAWALE) (a) & (b): Budget Allocation (Revised Estimates) and Actual Expenditure (AE) under the Post-Matric Scholarships Scheme for Scheduled Castes (SCs) and Post-Matric Scholarships scheme for OBC, EBC and DNT students during the last three Financial Years (FYs) are at Annexure-I. State/UT-wise number of beneficiaries during the last three Financial Years (FYs) are at Annexure-II. | (c) & (d): Since the introduction of Direct Benefits Transfer (DBT) from the year 2021-22 under the Post-Matric Scholarships Scheme for Scheduled Castes (SCs), the scholarship amount is disbursed directly into the Aadhaar seeded bank account of the beneficiary. The release of Central share of scholarship is contingent upon State Government/ Administration of Union Territory to share the State/UT paid data to the Central Portal. Under the Centrally Sponsored Post-Matric Scholarship scheme for OBC, EBC and DNT students, funds are sanctioned and disbursed to States/UTs, who in turn disburse the scholarship to eligible applicants through their respective scholarship portals as well as through NSP. Delays in fund release mainly occur due to incomplete proposals, pending Utilization Certificates, and non on-boarding of some States/UTs on the SNA-SPARSH platform. To digitize and simplify the disbursal process, applications are processed on the State scholarship Portal and through the National Scholarship Portal (NSP) with Aadhaar-seeded Direct Benefit Transfer (DBT), ensuring transparency. Implementation is monitored through third-party evaluations, periodic review meetings at National, Regional and State levels, and field visits by senior officers, supported by awareness campaigns through print, electronic and social media.ANNEXURE-I ANNEXURE REFERRED TO IN PART (a) & (b) IN RESPECT OF LOK SABHA UNSTARRED Q.
