POSTS RESERVED FOR SC, ST AND OBC
2690. SHRI DHARMENDRA YADAV:
Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be
pleased to state:
(a) the total number of sanctioned posts reserved for the persons belonging to
Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes
(OBCs) in the Ministry of Commerce and Industry and its subordinate offices
organisations and autonomous bodies;
(b) the total number of posts lying vacant out of the said posts at present;
(c) the number of backlog vacancies for persons belonging to SCs, STs, and OBCs;
and
(d) the action being taken by the Government to fill up the said vacancies and
backlog posts?

(a) to (d) The Ministry of Commerce and Industry comprises of two Departments namely
Department of Commerce (DoC) and Department for Promotion of Industry and Internal
Trade (DPIIT) which have officers belonging to All India Service, Central Secretariat
Service, Indian Economic Services, Indian Statistics Service, Central Secretariat
Stenographers Service, Indian Trade Service and other organized services. The
guidelines of Government of India regarding reservation to Scheduled Caste (SCs),
Scheduled Tribes (STs) and Other Backward Classes (OBCs) are followed by the
respective Cadre Controlling Authorities. However, for the posts which are filled by
Department/ Subordinate Offices /Autonomous Bodies itself, the reservation to
SC/ST/OBC categories is ensured by maintaining appropriate reservation roster. In this
regard, Liaison Officers have been appointed by both the Departments to monitor proper
implementation of reservation in their respective organizations including Subordinate
Offices Organizations and Autonomous Bodies.
Occurrence and filling up of vacancies, along with backlog reserved vacancies,
is a continuous process. By the time, vacant posts are filled up, new vacancies arise
due to retirement, resignation, death, promotion etc. These vacancies are filled up by
various recruiting agencies viz. Union Public Service Commission (UPSC), Staff
Selection Commission (SSC) and by the Department/Organisations in accordance with
the reservations norms/guidelines of Government of India for providing reservations to
SC/ST/OBC categories.
