Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details of skill Development and upskilling programmes conducted in Tamil Nadu under
the Pradhan Mantri-Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) scheme and the
outcome in terms of employment or self-employment;
(b) the details of training partners and institutions engaged for the implementation of the scheme
in Tamil Nadu along with the nature of courses offered;
(c) whether the Government has identified any challenges in mobilizing marginalized youth for
training under the scheme in Tamil Nadu particularly in rural or backward districts, and steps
taken to overcome them;
(d) whether any initiatives have been taken to ensure post-training employment linkages or
financial support for entrepreneurship in Tamil Nadu and if so, the details thereof; and
(e) whether the Government proposes to expand the scope of the PM-DAKSH scheme in Tamil
Nadu to cover emerging skill areas such as digital literacy, e-commerce, green jobs, and
healthcare in Tamil Nadu and if so, the details thereof?

(a): DoSJ&E launched the Pradhan Mantri — Dakshta Aur Kushalta Sampann Hitgrahi (PM-
DAKSH) Scheme, a Central Sector Scheme, in the financial year 2020-21 for providing skill
training to SCs, OBCs, EWSs, DNTs, Safai Karamcharis, including Waste Pickers on Pan India
basis including the state of Tamil Nadu. A total of 5,320 beneficiaries have been provided skill
training under PM-DAKSH Scheme in Tamil Nadu, out of which, 2,663 beneficiaries have
secured employment.
(b): The details of training partners and institutions engaged for the implementation of the
scheme in Tamil Nadu along with the nature of courses offered is attached at Annexure-I.(c): In order to mobilize candidates for training under PM-DAKSH Scheme, the following
measures were taken:
(i) Advertisements, in vernacular languages, were issued in News Papers at Pan India level, for
spreading awareness about the PM-DAKSH Scheme among the target groups.
(ii) Information about the Scheme was circulated through social-media.
(iii) The Training Institutes implementing Skill Development Training Programmes (SDTPs)
under PM-DAKSH Scheme, also issued advertisement in the local newspapers and mobilized the
interested candidates through door to door campaign.
Thus, no major challenges, in mobilizing marginalized youth for training under PM-DAKSH
Yojana, were identified.
(d): According to PM-DAKSH Scheme guidelines, under Short Term Training programme,
training institutes have to ensure that at least 70% of candidates receive employment either
through wage employment or self-employment after completing their training. If this benchmark
is not met, the third installment of the training cost (30%) is withheld. The three Corporations,
National Scheduled Castes Finance & Development Corporation (NSFDC), National Backward
Classes Finance & Development Corporation (NBCFDC) and National Safai Karamcharis
Finance & Development Corporation (NSKFDC), extends loan facilities and assistance to the
eligible youth of target group in setting up their projects by way of project preparation, training
and financial assistance for employability and entrepreneurship after pursuing the vocational
education & training courses.
(e): All National Skills Qualifications Framework (NSQF) aligned courses approved by National
Council for Vocational Education and Training (NCVET) in all the fields are covered under the
skilling progamme.Annexure-I
